VTT BUILDING AND TRANSPORT October 2006 O2 Task Group2 CEDR GB The GB endorsed The preparation by a Task Group of a detailed and wide perspective of the currently known and future ITS applications particularly in the deployment and rollout of infrastructure-related systems that communicate between car and roadside, Rewriting parts of eSafety WG reports into a form that can be understood by CEDR GB/EB members To be informed about a view on the role of national road administrations, individually or collectively through CEDR on those ITS applications, in order to develop a strategy to influence or achieve objectives, acting in that role, and The participation of CEDR in the e-Safety Forum on behalf of all NRA's.

How can the NRAs best utilise the possibilities enabled by the in-vehicle technologies and systems? What do the other stakeholders expect from NRAs and the road infrastructure? What should the NRA’s expect from the other stakeholders? What should we do now and in the near future to reach the state as above? What are the NRA-related crucial issues to be tackled (e.g. communications, organisational, legal,…)? What is the role of NRAs with regard to establishing v2i and i2v communication channels in Europe? What should be the role and position of CEDR in Europe with regard to intelligent vehicle safety systems? How can CEDR help the NRAs to achieve their eSafety objectives?

This supports both the functionalities for road users and the role and tasks of road administrations This has a number of impacts as listed on the next slide

VTT BUILDING AND TRANSPORT October 2006 O2 Task Group5 Vision 2020 eSafety systems and services that contribute to a significant reduction in road fatalities in Europe Better informed travellers and hauliers at all times before and during the door-to-door trip More effective and efficient operations by traffic managers and infrastructure providers, being adequately informed and well equipped

VTT BUILDING AND TRANSPORT October 2006 O2 Task Group6 Strategy Realise a generic communication platform for cars and roadside enabling all kind of data communication between vehicles, and vehicles and infrastructure thereby extending the services that can be delivered; All stakeholders will interact and play an active role, and will invest in their domain regarding the development and deployment of eSafety systems Car industry will carry out awareness raising campaigns Telecom industry will provide and sell communication platforms Road Operators (NRA’s) will deliver services of public and road user interest Governments and insurance industry will provide incentives EU and national governments will provide the required regulatory framework

VTT BUILDING AND TRANSPORT October 2006 O2 Task Group7 Strategy There will be a coordinated model and operation charter, in which all relevant stakeholders will participate. This operation includes the definition of roles and responsibilities an adequate organisation business models provision of technology a legal framework.

VTT BUILDING AND TRANSPORT October 2006 O2 Task Group8 Answers What is important for the road authorities within eSafety up to 2020? to contribute to reach the traffic safety, efficiency, environment and throughput goals of NRAs to utilise more effectively their responsibility for traffic management to gain more benefits from eSafety developments to improve the NRA influence in eSafety Forum to safeguard against systems having negative impacts on NRA goals to see what the NRAs have to do and to set their own priorities with regard to eSafety for NRA priority systems, to co-operate actively with manufacturers and suppliers for other systems, to be informed on developments to be proactive and communicate possible and realistic ways to promote and deploy eSafety systems in line with the NRA objectives

VTT BUILDING AND TRANSPORT October 2006 O2 Task Group9 Answers How can the NRAs best utilise the possibilities enabled by the in-vehicle technologies and systems? to realise that the concept of intelligent infrastructure has changed with the integration of vehicles to use the systems in supplementary manner to the NRA’s own systems to develop new services enabled by vehicle systems save on investments on road infrastructure (including ITS) and maintenance by utilising in-vehicle technologies to enhance existing monitoring and communication infrastructure

Coordinated commitment and position of NRAs to specific service- and system-related actions Road standards and guidelines that can accommodate the demands posed by vehicle based technologies (e.g. LDW, LKS etc) Availability of the basic prerequisites for systems (e.g. painted lane markings for lane departure warnings) Remark: some NRAs might be more reluctant than others Availability and quality assurance for NRA data of different types Acting as a link to the other road operators in the country Provision of test and demonstration areas Support to adaptation of legislation

Position and commitment to the service- and system- specific actions including e.g. standardisation Information of plans with regard to parts relevant to NRAs Good cooperation, shared risk and information exchange on new developments so that the concerns of NRAs can be considered as early as possible Cooperation in legislation so that the interests of NRAs are considered Close co-operation, common view and priorities of the public stakeholders Invitation to participate in Field Operation Tests and other demonstrations of eSafety systems

Share the vision and strategy 1) with the NRAs and CEDR, 2) with the other public authorities, and then 3) with the other stakeholders Communicate the expectations of NRAs and towards NRAs in the order as above Start active participation in eSafety Forum’s activities (Steering Group, Working Groups, Forum Plenary) on behalf of all NRAs according to the “Roles and responsibilities position paper” Steering Group: 11 October 2006 at 9:30- in London Now the following WGs are crucial: Implementation Road Maps, RTTI, Vehicle communications, Service-oriented architectures Forum Plenary: 8 November 2006 in Brussels

Realign Task O2 to act as an information exchange and decision-preparation platform within CEDR and NRAs concerning participation in eSafety and related activities Set up an efficient and effective decision-making process within CEDR to comply with the upcoming work on eSafety Prepare for organising the eSafety related activities within CEDR and the NRAs in the future after Task O2 i.e

Road design guidelines, traffic signs manuals and traffic laws need to be adapted across Europe to ensure that eSafety systems (e.g. lane departure warning systems) can be accommodated One common communication layer/protocol for vehicles and infrastructure Minimum performance standards need to be set for vehicle systems and incorporated into type approvals where relevant for NRAs Minimum requirements for infrastructure equipment Responsibilities of NRAs concerning quality of data and information infrastructure

NRAs should be proactive in this to ensure that their own goals are met Interoperability should be guaranteed by a common protocol and channel throughout Europe Participate in national or cross-border pilots and test beds via links to key projects working on these issues (e.g. EU projects CVIS, SafeSpot, COOPERS) and exchange information with CEDR (Task O2) The role of NRAs depends on the services (EFC, RTTI,…) utilising the communications Active participation in the Vehicle Communications WG

Act as a consensus formation platform Communicate and facilitate the implementation of eSafety related standards and guidelines to the NRAs Evaluate and endorse performance specifications for vehicle based systems that use road features in their operation Agree on communication protocols between infrastructure and vehicle systems Facilitate the development and maintenance of digital maps with attributes required by the eSafety systems Coordinate and propose deployment strategies for the various eSafety systems Assess the implementation possibilities in member countries and develop packages of measures to promote implementation Disseminate information Set norms and standards
