1 Developing National Capability for Integrated Border Management (IBM) in Lebanon Project Funded by the European Union Implemented by the International Centre for Migration Policy Development ELABORATION OF THE IBM ACTION PLAN Beirut, 14th May 2014 5th workshop

2 Establish the context and state of play  Inventory of past and ongoing activities in the field of border management  Existing national border management reports  Project reports and monitoring tables, national assessments and studies  Gaps and needs analysis Develop the main objectives and draft a national strategy  Identify the areas to be addressed for the implementation of IBM.  Jointly develop IBM strategy; seek high-level approval. Prepare an action plan Obtain financial and implementation commitment  Adoption  National funding  International assistance  Carry out activities as defined in the action plan.  Establish sub-working groups as needed. start implementation Monitor the action plan and assess its impact  Adjust documents if necessary. Periodically review strategy and action plan  Identify indicators, actions and activities.  Identify and evaluate different options, including costs, benefits and associated risks.  Define priorities and prepare a timeline.  Agree on responsibilities for implementation.  Find out if activities really lead to the expected results.  Find out if the results really contribute to achieving the objectives. 3 WHAT IS AN ACTION PLAN? Work plan Defines specific actions Implements the ibm strategy goals PRESCRIBED CONTENT AND FORM? No specific layout is formally prescribed The Guidelines for IBM in EC External Cooperation (IBM Guidelines) recommend a helpful layout and content The IBM Guidelines layout was developed based on EU member state best practices and lessons learnt

4 CONTENT OF THE ACTION PLAN  Translates the IBM Strategy objectives into actions  Lists and defines the necessary actions to fulfill the IBM Strategy objectives  Provides a set of indicators which identifies if the objectives which have been achieved and completed

5 INDICATORS OF THE ACTION PLAN AP INDICATORS – SMART S - SPECIFIC - What is actually expected to be changed? M - MEASURABLE - How will it be known if the goals have been reached? A - ATTAINALBE - Is it likely that the goals will be achieved? R - RESULT ORIENTED - Are the results meaningful? T - TIMED - By when can the goals be achieved?

6 CONTENT OF THE AP

7 ACTION PLAN CHECKLIST -Do the objectives in the AP match to the objectives in the IBM Strategy? -Do the actions match to the IBM strategy objectives? -Are all relevant activities mentioned? -Are clear and measurable indicators attributed to each activity? -Are responsibilities clearly divided? -Is the time line realistic?

8 RECOMMENDATIONS FOR DRAFTING AP The same persons who were involved in the development of the IBM Strategy should be involved in the development of the AP The Action Plan should be a flexible working tool that can be modified to new situations and requirements Regular update of the Action Plan is required

9 IMPLEMENTING THE AP -Implementation - Implementing Body - Supervision - Decision Making Body -Sub-working groups - for specific topics of the Strategy (equipment, SOPs, land borders, etc.) -Different experts may be invited to provide inputs on specific questions or issues

10 MONITORING, EVALUATION AND REVIEW -AP should be subject to monitoring, evaluation and review on regular basis -Based on the results of monitoring, evaluation and review, activities may be adapted or objectives reformulated, added or removed -AP should be reviewed at regular intervals (e.g. 2 years) -APs are usually issued by the governments (e.g. decree)

11 LESSONS LEARNED -Non EU countries’ APs are much orientated toward approximation and adoption of the EU legal framework and EU (best) practices (e.g. Moldova, Armenia, Ukraine, Macedonia, Serbia, Georgia, …) -IBM Strategies and APs assist the European Commission by assessing countries political and professional commitments toward recommended reforms and progress -IBM Strategies and APs provides external donors a good overview above planed activities, actions and needs

12 PRACTICAL POINTS -Some AP are very comprehensive and detailed (particularly in countries that wish to join EU and Schengen area) -Some EU countries named the IBM AP differently - e.g Schengen Action Plan -It will be necessary that WE identify actions that will lead to implementation of the objectives set in the strategy
