2 EUROPE 2020 Europe 2020 is a 10-year strategy proposed by the European Commission on 3 March 2010 for reviving the European economy. European economy It aims at "smart, sustainable, inclusive growth" with greater coordination of national and European policy. European Council agreement On 26 March 2010, the European Council agreed on the key elements of the new strategy.European Council The strategy elements were formally adopted by the European Council of 17 th June 2010.

3 EUROPE 2020 Strategy Main targets Raise EU employment rate from 69% to 75%; 3% of the EU's GDP to be invested in R&D; reduce greenhouse gas emissions by 20%, 20% of total energy consumption to be from renewable energy and increasing energy efficiency by 20%; reduce school drop-out rates to less than 10%; reducing the number of Europeans living in poverty by 25%. 7 The aim is to deliver sustainable economic and social benefits from a Digital Single Market At EU level, the Commission will work to: Provide a stable legal framework; Develop an efficient spectrum policy; Facilitate the use of the EU's structural funds in pursuit of this agenda; Create a true single market for online content and services; Reform the research and innovation funds and increase support in the field of ICTs; Promote internet access and take-up by all European citizens. At national level, Member States will need to: Draw up operational high speed internet strategies; Establish a legal framework for co-ordinating public works to reduce costs of network rollout; Promote deployment and usage of modern accessible online services (e.g. e-government, online health, smart home, digital skills, security). 10 DAE action evaluation Each action is assessed using two main criteria: Impact How do you estimate (give only one score between 1 and 10) the impact of the action in the Digital Agenda/Action Fiche taken into account the following areas: a. Growth and jobs (economic importance) b. Quality of life of citizens c. Environmental sustainability d. Administrative efficiency e. Political impact. 11 Intelligent Transport Systems for efficient transport and better mobility ACTIONS COM(2010) 245, 19.05.2010 The Commission will: Increase the speed of ITS take-up, in particular for road and urban transport by, applying the proposed ITS Directive in support of interoperability and rapid standardisation; By 2010, adopt the Air Traffic Management Solutions for the Single European Sky (SESAR) deployment strategy; Propose by 2011 a Directive for the deployment of e-Maritime services; Propose in 2011 a Directive setting out technical specifications for telematic applications for rail passenger services. Member States should: Fulfil their obligations under the European Rail Traffic Management System (ERTMS) deployment plan, in particular as regards the lines due to be equipped by 2015. 13 Pillar VII: ICT for Social Challenges Digital technologies have enormous potential to benefit our everyday lives and tackle social challenges. The Digital Agenda focuses on ICTs capability to reduce energy consumption, support ageing citizens' lives, revolutionises health services and deliver better public services. ICTs can also drive forward the digitisation of Europe's cultural heritage providing online access for all. Flagship Initiative: "A Digital Agenda for Europe"

What is the problem? Transport consumes too much energy. Why is EU action necessary? The EU has committed to cutting its greenhouse gas emissions by at least 20% by 2020.
