Mapping standardization with IST research (Deliverable D18 on ‘reverse mapping’) COPRAS Annual Review 15 March 2006 Prof. Tatiana Kovacikova, on behalf of ETSI

Agenda WP3 (Information analysis and project selection) – two-phase process –Direct analysis of the information gathered from the projects –Indirect analysis - ‘reverse mapping’ of standards bodies and IST research projects Results of ‘reverse mapping’ & conclusions

Direct analysis of the information gathered from the projects Objective - to analyse feedback & select projects to define most effective cooperation with standardisation bodies Two types of questions analyzed –General issues (common for all Strategic Objectives) –Standardization issues addressing specific areas (specific for different Strategic Objectives) Project selection – based on two sets of criteria –Primary criteria (relevance, clear view of standardization, experience) –Secondary criteria (resources, projects’ timing, etc.)

Indirect analysis – ‘reverse mapping’ Based on recommendations from 1 st project review Objective - to determine the extent to which the IST programme is funding research areas where standards bodies and industry consortia are active Analysis - based on reviewing publicly available project information For the standards bodies - a similar analysis of public information performed Results - indicate commonality between general issues addressed by standards bodies and projects

Results (2) Larger and broadly focused organizations, e.g. CEN/ISSS, CENELEC and ETSI, seem to be well addressed by the activities deployed by projects The same is valid for W3C, especially for Call 2 projects in Embedded systems, Cross-media content, GRID-based systems and eInclusion Scope of the analysis limited to ICTSB members, but many projects in Calls 1 & 2 interface directly with organizations operating on a global level, e.g. ITU, IETF, IEEE, ISO-IEC, and OSGi

Results (3) CEN/ISSS - almost all the areas covered CENELEC - 3 areas specifically covered: –Electrotechnical aspects of telecommunication equipment –Equipment for people with special needs –Intelligent transport 3GPP issues - well covered by projects in 2 Calls –Mobile and wireless systems beyond 3G –Applications and services for the mobile user and worker ETSI – specific areas covered –Access & terminals –Broadband access networks –Next Generation Networks –Electronic signatures –Smart cards & security algorithms –Satellite systems

Problems encountered so far … (1) Some larger IP projects plan for the first 18 months and do not always have a complete view in terms of what could be relevant for standardization Standardisation is a long process - projects can usually contribute to standards bodies at the end of their lifetime (but, they don’t have the resources for this anymore) Some projects are approaching standards bodies only to present a project and to make ‘a good point’

Problems encountered so far … (2) It is difficult to bring projects to SDOs without them or their partners being members Some projects did not know the standardisation process itself – COPRAS developed and published ‘guidelines’ how to build in standardization efforts into project proposals Specific procedures followed by the standards body a project intends to interface with to a large extent will determine how and when interfacing should be arranged

Conclusions Areas of interest of the ICTSB members are quite well covered by research projects Industry consortia, contrary to the “traditional” SDOs, are usually more focused on specific topics Call 1 covers the more “traditional” standardiza- tion issues and areas, thus projects in Call 1 address the “traditional” SDOs areas of interest Call 2 covers relatively new research topics (Open development platforms, Cognitive systems, GRID, etc.), thus projects in Call 2 also address industry consortia topics (OMG, OASIS, RosettaNET)

Conclusions Mechanism how to facilitate cooperation with standards bodies and consortia prior to as well as after the actual launch of the project activities should be considered by the Commission –Possibilities to provide additional resources for projects that have their contributions to standardization ready, but are at the end of their lifetime should be considered (e.g. contract extension for these special activities) –Projects should be explicitly asked to plan resources for standardisation activities in a project proposal form
