1 Research/standards collaboration The standardizers view ETSI ETP Conference, 23-24 October 2006 John Ketchell, CEN Director of Pre-Standards as Chair, COPRAS SG

2 Why COPRAS? Let us not exaggerate the issues importance – standards and research ARE distinct But interfacing with standardization is required for research projects under Framework Programmes Standardization activities are very often already under way on ICT research topics Structuring cooperation will reduce overlap and save resources on the side of research projects Cooperation at an early stage will make research results available earlier to industry & society

3 What is COPRAS? COPRAS is a five-partner FP6 support project, with looser backing of other ICT Standards Board members Our main objective has been to try to improve understanding of the standards/research interface We set out to try to help specific projects with standards issues We also have tried to provide general guidance for the future As a result, we have better understood the overall problem

4 What have we done? We approached most IST projects, in more detail for calls 1 and 2 – in total 600+, >50% reply We also approached ICT-relevant ETPs with limited success – too soon? In questionnaires and dialogues, we found which projects had standards needs Where possible we helped them - simple information, or detailed action plans We derived generic advice- now being refined We are trying to plan for FP7

5 What have we found? Projects with standards issues are often confused Too many bodies, not good matches with projects standards subjects, lack of interest Often resource lacking – when their standards output is ready, the projects are closing (the standards gap) Where projects pre-plan standards contributions, this generally works Standards bodies can collaborate, even given the different worlds of COPRAS partners!

6 What are our results – and where? Publication of reverse mapping – affinities between specific projects and SDOs Publication of draft generic guidelines, on web for comment Publication of case studies – good examples Preparation of way forward for FP7 Workshop at IST Conference, Helsinki, 23 Nov. Closing Conference, Brussels, 17 January

7 And ETPs? Standards/research need a holistic approach for FP7 We need to maintain and develop the generic guidance – ICTSB is considering this But our way forward notes ETPs should be involved in these issues The standards bodies cannot cover every project ETPs can/should dialogue with the standards bodies, especially in Europe The ICT Standards Board and future COPRAS developments are good places for initial debate
