Technical Working Group on Planning and Health Financing

Formulation Process  Discuss about formultation of TGWs in HPG meetings  Focal point (DPF) organised meetings with key partners who are interested in the TGW to discuss further details.  DPF has drafted TOR for TGWs.  Send to HPG members for comments (2 rounds).  Revise and finalise the TORs  Present at the HPG meeting (today)

Objectives  Improve coordination and effectiveness of support to health planning and financing;  Support MOH to strengthen the planning and budgeting process, bringing together relevant stakeholders and technical assistance within these areas;  Share knowledge, experience and good practices on health planning and financing;  Carry out technical assistance in the area of planning and financing, in order to support MOH in formulating adequate strategies, policies and plans.  Support MOH to implement reforms in the area of health planning and financing at sector level.

Scope of work  Health planning  Healthcare budgeting  Financial mobilization  Budget allocation  Payment mechanisms  Health insurance  Health Systems Funding Platform (HSFP)  Other issues closely related to health planning and financing (e.g., clinical and treatment guidelines, care- pathway, drug price control, etc).

Activities  Support MOH in the development of five-year and annual health plans and associated expenditure and M&E framework, and subsequent implementation;  Support the development health insurance policies and programs;  Improve coordination and harmonization of technical and financial assistance from development partners to the area of planning and financing;  Support GoV in strengthening planning and budgeting tools and process at all levels;  Support MOH in implementing initiatives such as JANS, JAHRs and others in a coordinated and efficient manner;

 Support GoV in improving the resource allocation process;  Support GoV in strengthening the public financial management system in the health sector;  Support GoV in the development of a comprehensive financing strategy for the health sector;  Strengthen MOH capacity to develop appropriate mechanisms and procedures to implement the health insurance law and reach universal coverage by 2014;

Membership  Govt: Key government departments identified from MOH and other relevant Ministries.  DPs: Select a reasonable number of representatives, who will be permanent members of the group, based on expertise and area of work.  Other participants (such as consultants, other departments, etc.) will be invited to make presentations or participate in the discussion, as and when appropriate.  Observers will be able to participate in the group if invited by a member and where relevant, and informed to the Group.

Frequency of meeting  Quarterly meeting, about 1-2 weeks before the HPG, in order to discuss any relevant issues to be brought to the larger forum.  Where necessary, urgent meetings and ad-hoc informal meetings between group members working on a specific issues should be organized.

Secretariat  An organization to act as Secretariat for the TWG will be nominated on an annual basis, from the first meeting of the TWG.
