Cycles of Review, Evaluation, Selection, and Adoption West Virginia, as an adoption state, has established and maintains a specific cycle of adoption ensuring that curriculum materials are current.

Call for Bids Definitions Primary Source - materials that are required to deliver the program of study, must substantially cover the Content Standards and Objectives of the subject. Supplementary Materials – printed material, audio tapes, video tapes, software, etc., materials that enhance delivery, but are not required to deliver the program of study

Call for Bids Bid Deposit and Contract Bond $1,000 Certified Check (April 12, 2007) – Forfeited if bidder refuses to make contract and bond – Reimbursed after contract is made and bond approved by WV Attorney General Bond Requirements (when contract is made) – Prices are bonded until 2014 – Primary Source - $10,000 – Supplementary - $2,000 – (Must be a bond, not a check)

Qualifying the Ratings for Selecting Instructional Materials The evaluation of all materials is based on separate criteria for four parts: Part I: Generic Criteria Part II: Learning for the 21 st Century Part III: General Evaluation Criteria Part IV: Specific Criteria In order to be approved and listed on the West Virginia Multiple List for English Language Arts II Materials, each category must be evaluated separately.

Criteria Requirements Part I: Generic Criteria- Must meet 100% Part II-IV: Must meet 80% of the criteria at in-depth and/or adequate for each grade level or course.

§ 18-2A-9 Gifts and bribes to influence adoption of books, instructional materials or learning technologies a felony; penalty … no person shall receive, solicit, or accept a gift, present, or thing of value to influence that individual in the vote for the adoption of books, instructional materials or learning technologies… guilty of a felony, not less than one year in penitentiary West Virginia Code 18-2A Adoption of Instructional Materials

Changes to Bids 5.2 No changes will be permitted after the vendor hearing date and the declaration shall become part of the contract for the adoption period.

Most Favored Nations 2.2. Vendors shall provide to West Virginia schools and counties any financial benefit in the highest amount that has been made available to any other school unit, dealer, county, or depository in any other state. This applies to all services, materials, and equipment as well as loaned or free items for the delivery of any component in the instructional program.
