Aerospace Engineering Duty Officer Career Progression The Aerospace Engineering Duty Officer (AEDO) Community provides leadership, operational and technical knowledge and expert program/logistics management in the acquisition and sustainment of Naval Aerospace to include air vehicles with associated communication and weapon systems, and space based weapon systems in the Naval Aviation Enterprise, SPAWAR and Defense Contract Management Agency. The community is comprised of approximately 320 officers with aviation warfare designations and qualifications. The only community accession vehicle is via the Lateral Transfer / Redesignation Board with an accession window spanning about 8 to 16 years of service. Approximately 85% of the community’s accessions are at the O-4 grade. These officers will have served typical aviation sea/shore rotations through their accession point and should have proven themselves with standout operational performance and attained key operational training, certification, qualification and aviation warfare designation. AEDOs serve in a variety of positions within the following career fields which lead to Major Acquisition Command at the O-6 level: program management/systems engineering, industrial production, test and evaluation. Over the course of a career, AEDOs are expected to gain professional diversity by serving in assignments in more than one of these career fields, and as they progress in experience and seniority, they are expected to build depth in at least one career field by completing tours in increasing scope of responsibility within their primary career field. Officers may also serve in vital Fleet support positions (TYCOM staff). While AEDOs gain valuable experience in these positions while providing critical interface between the Fleet operating forces and NAVAIRSYSCOM, there are no AEDO command opportunities available in this field. Community emphasis is placed on formal technical education. Masters level education opportunity exists in five curriculums between Naval Postgraduate School and the Air Force Institute of Technology. With senior level positions requiring business/managerial skill sets, advanced degrees are appropriate and should be given consideration. Obtaining a test pilot subspecialty via graduation from a test pilot school is also valued by the community. The Defense Acquisition Workforce Improvement Act (DAWIA) sets education, training and experience requirements for acquisition workforce members. The expectation is for officers to attain higher levels of career field certification as they mature and gain experience and also to gain membership in the Acquisition Corps (AC) . Primary career field training combined with acquisition related experience will result in DAWIA level certification 1 through 3, with Level 3 being the highest level of certification. Officers may apply for Acquisition Corps membership when they have attained the rank of LCDR, Level 2 certification in a career field and met the applicable acquisition experience requirements. AC membership is determined via a separate NPC Administrative board process. Lieutenants are not eligible for AC membership. The AEDO community is exempt from Flag Officer Joint requirements due to a Scientific and Technology waiver (Engineering). However, promotion statistics for Joint Qualified Officers O3-O5 are still tracked for compliance with Title 10 requirements for Joint Qualified Officers.

Navy’s version of Acquisition Corps mandated by DAWIA More senior, acquisition experienced persons who meet education, training, and experience requirements (URL, AEDO, AMDO, EDO, Supply) You must be an AC member to fill Critical Acquisition Position (CAP) billets CAP billets include all AED O-6 & Above and some CDR billets ~ 800 total CAP billets spread across designators Member must apply to be considered.
