2 Brackett Composite Squadron 64 Promotions Prepared By Capt. Robert D Sears, Brackett Composite Squadron 64 Who? Anyone who is eligible under one of the following categories of promotion contained in CAPR 35-5 may be submitted. Duty Performance (Section B) Special Appointments (Section C) Mission Related Skills (Section D) Professional Appointments (Section E) Various rules apply to each of the above categories.

Even if an individual is eligible under any of the categories described later in this presentation, promotion is neither mandatory or assured. Promotions are earned and not automatic. Each promotion is approved by the Promotion Board and the Commander purely on Merit.

Robert D Sears, Brackett Composite Squadron 64 Promotion Board Composition (See latest PA) One member must be at or above the grade requested Professional Development Officer, or approved assistant Personnel Officer, or approved assistant Unit Commander, or approved Deputy Recorder The candidate is expected to attend his/her promotion board All promotions are assigned a Unit Control Log number and passed up the chain of command for final approval at the appropriate command level Minutes of the Board are recorded and retained in the squadron files Promotions are recorded and published in a timely manner in the next Personnel Authorization

Review each of the Sections of CAPR 35-5 outlined above to determine your eligibility. Any time that you believe you are eligible for promotion under any of the categories listed above, it is highly recommended that you initiate the process. You should discuss your eligibility with the Unit Commander, Professional Development Officer, or Personnel Officer. There are facilities within eServices that can be used by certain staff members to determine your eligibilities under specific circumstances, but the timely application for the promotion process is up to you.

The promotion process contains the following steps: Establish your eligibility according to CAPR 35-5 Ask for assistance to prepare your CAP Form 2 (Show Sample) Ask for assistance to prepare your Group 1 Form 40 (Show Sample Used by the Promotion Board) Electronically submit (eMail and attachments) your application forms (CAPF 2 and GP1F40) and supporting documentation to your Squadron Personnel Officer or representative. Appear before the Promotion Board (Show Sample Minutes) Board approved applications for any method other than Duty Performance, are submitted to the Unit Commander for approval and sent up the chain of command and entered in eServices by the staff at National Headquarters (Cite Duty Performance in eServices) The final approving level of authority varies by method and grade. Robert D Sears, Brackett Composite Squadron 64 Duty Performance (Section B) General Requirements To be considered for this type promotion, the member must: (1) Be at least 21 years of age. (under 21 is eligible for Flight Officer levels) (2) Be a high school graduate (or educational equivalent). (3) Complete Level I of the Senior Member Professional Development Program. (4) Be performing in an exemplary manner meriting promotion to the grade recommended. (5) Be recommended by immediate superior and/or Unit Commander. Only Duty performance promotions are completed in eServices. All others are an email forwarding process.

Robert D Sears, Brackett Composite Squadron 64 Special Appointments (Section C) Former Members “A former member may be reinstated to the same grade held prior to voluntary membership termination, provided he or she qualifies for that grade under current criteria (including applicable senior member professional development criteria). A recommendation for such reinstatement is neither automatic nor mandatory. If approved, the appointment will not be retroactive and the date of grade will be the date validated by National Headquarters upon reinstatement.”

Robert D Sears, Brackett Composite Squadron 64 Special Appointments (Section C) Exceptional Qualifications “ In unusual cases, an exceptionally qualified member may be promoted to any CAP grade (not to include the general officer grade) where age, professional qualifications and known value to CAP eminently qualify the member for such grade. In such cases, it must be evident that the member recommended has skills or background so unique and valuable to CAP as to eminently qualify him or her for promotion ahead of his or her peers. Areas of consideration are age, professional qualifications, unique business experience, association with other governmental or aviation agencies, educational background, community stature, civic endeavors, prior CAP service, etc. In such cases, the commander concerned must request a waiver of applicable promotion eligibility criteria through channels from the region commander or National Awards and Promotion Team as appropriate. See paragraph 1-8d for complete details on requesting waivers. “
