Overview of the interoperability Regulation ICAO WG – N meeting, Brussels, 06 July 2006

Overview of the interoperability Regulation (EC) N° 552/2004 Objectives and scope Essential Requirements Implementing Rules Community Specifications Conformity Assessment Role of Eurocontrol ICAO WG – N meeting, Brussels, 06 July 2006

ICAO WG – N meeting, Brussels, 06 July 2006 Objectives and Scope Interoperability between the different systems, their constituents and associated procedures of the European ATM network, EATMN Coordinated introduction of new agreed and validated concepts of operations or technology ICAO WG – N meeting, Brussels, 06 July 2006

European ATM network, systems and procedures for: ASM ATS ATFM CNS AIS MET EATMN ICAO WG – N meeting, Brussels, 06 July 2006

Essential Requirements (ER) Systems and constituents shall be compliant with the Essential requirements (ER) Seven generic ERs Seamless operation Support for new concepts of operation Safety Civil-military coordination Environmental constraints Principal governing the logical architecture of systems Principal governing the construction of systems ICAO WG – N meeting, Brussels, 06 July 2006

Implementing Rules (i) Implementing Rules (IR) for interoperability will be compulsory IR shall determine any specific requirement that complements or refine the Essential Requirements, wherever relevant cross-references to ICAO SARPs, doc 4444, doc 7030 IR shall also describe the coordinated introduction of new, agreed and validated concepts of operation or technology ICAO WG – N meeting, Brussels, 06 July 2006

Community Specifications Community Specifications (CS) are means of compliance and will be the subject of specific requests to standardisation organisations issued by the Commission CS may be European Standards drawn up by CEN/CENELEC/ETSI in cooperation with EUROCAE CS may be Eurocontrol specifications for matters of operational coordination ICAO WG – N meeting, Brussels, 06 July 2006

Development of Implementing Rules Draft IR to be developed by Eurocontrol in conformity with the mandates issued by the Commission IR shall specify the conditions of implementation (including dates) IR shall be adopted by the Commission following the formal opinion of the Single Sky Committee (SSC) and published in the Official Journal ICAO WG – N meeting, Brussels, 06 July 2006

The Three-layer Stack in the EU Context Community Specifications Voluntary Standards Essential Requirements Implementing Rules ICAO WG – N meeting, Brussels, 06 July 2006

Development of the IR on DLS ICAO WG – N meeting, Brussels, 06 July 2006

Objectives of the IR on DLS Coordinated introduction of agreed and validated data link services supporting controller/pilot communications Interoperability of airborne, ground constituents and systems implementing data link services (seamless operations) ICAO WG – N meeting, Brussels, 06 July 2006

Introduction of the Regulatory Approach First step in the development of the IR Objectives of the RA Identification of the regulatory coverage in terms of subjects for prescription  Analysis of specific issues (EC mandate) Definition of Alternatives for the regulatory approach Impact assessment & recommended Alternative ICAO WG – N meeting, Brussels, 06 July 2006

Regulatory Approach - breakdown Interoperability analysis Alternatives for the regulatory approach Analysis of implementation conditions Preliminary impact assessment Conformity assessment analysis Overall structure of draft IR ICAO WG – N meeting, Brussels, 06 July 2006

Interoperability analysis/1 Interoperability target: functional architecture for DLS + Users Communication systems Data processing systems HMIs, pilot, controller. Interoperability levels Selection of data link services among existing standards Selection of end to end communication mechanism among existing standards Selection of air – ground communication link among existing standards Selection of data link ATC procedures Identification of subjects for prescriptions in the IR addressing interoperability levels of the target ICAO WG – N meeting, Brussels, 06 July 2006

Interoperability analysis/2 Deployment conditions Data link EU airspace Categories of a/c to be equipped Responsibility of stakeholders Identification of subjects for prescriptions in the IR addressing the deployment of DLS in the EATMN & EU airspace ICAO WG – N meeting, Brussels, 06 July 2006

Alternatives for the RA On the basis of subjects identified in the interoperability analysis 3 Alternatives are proposed to delineate the level and details of prescriptions, and the balance between IR and MoCs Impact on stakeholders varies significantly with the Alternative considered ICAO WG – N meeting, Brussels, 06 July 2006

Datalink IR Alternatives Services Services Services IR IR AMC 1 Eurocontrol Spec At time T1 ATN/VDL M2 Technology Open AMC 2 At time T2 ATN/VDL M2 ATN/VDL M2 FANS Acc AMC= Acceptable Means of Compliance ICAO WG – N meeting, Brussels, 06 July 2006

Results of the formal consultation Co-ordination meeting with FAA ( 27/03/06) Total of 42 responses sent by different categories of stakeholders Authority (civil / military) Service providers (ANSPs) Airspace users Aircraft operators Industry Others Workshop held 2nd of May Résumé of stakeholders consultation http://www.eurocontrol.int/ses/public/standard_page/sk_interoperability.html Summary Of Responses document and Regulatory Approach document updated sent to the EC End of May http://www.eurocontrol.int/enprm/public/standard_page/enprm06002.html ICAO WG – N meeting, Brussels, 06 July 2006

ICAO WG – N meeting, Brussels, 06 July 2006 The Way Forward (1/2) Based on comments received and to ensure interoperability of data link services, the intended approach is to undertake the parallel development of: An IR containing high level mandatory requirements on data-link services, enabling technology and deployment in the EATMN A EUROCONTROL specification containing the detailed mandatory requirements, to be referenced in the IR. Technical requirements would describe implementation based on ATN/VDL2 ICAO SARPs Some issues require further consideration: FANS aircraft, airspace of applicability, target aircraft population, etc. ICAO WG – N meeting, Brussels, 06 July 2006

ICAO WG – N meeting, Brussels, 06 July 2006 The Way Forward (2/2) Structure of IR would allow for recognition in due time of other MOCs Specifications developed when evidence exists that other technical solutions meet IR requirements Way of recognising new MOCs has to take into account need for interoperability Note: The proposed IR is not intended to limit implementation to only those data link services identified in the RA. However, at least these services shall be implemented. Additional data link services may become mandatory in the future. ICAO WG – N meeting, Brussels, 06 July 2006

ICAO WG – N meeting, Brussels, 06 July 2006 Next Steps Update RA and SOR (Summary of Responses) Draft IR + JM + Spec (Justification Material) Draft Final Report May 06 RA Delivery Feb 07 Formal Consultation ICAO WG – N meeting, Brussels, 06 July 2006
