ACG Workshop, 17 Feb 2004 – OATA project The European ATM 2000+ Strategy and the need for a Target Architecture ACG Workshop, 17 February 2004 Bernard Miailler, Hd SD/ESC

ACG Workshop, 17 Feb 2004 – OATA project l Adopted by MATSE/6 in 2000, updated in 2003 l By and for the aviation community l Performance objectives, road map of change, management principles http://www.eurocontrol.int/eatmp/library/strategydoc.html European ATM 2000+ Strategy

ACG Workshop, 17 Feb 2004 – OATA project Overall objective: l For all phases of flight, to enable the safe, economic, expeditious and orderly flow of traffic through the provision of ATM services which are adaptable and scaleable to the requirements of all users and areas of European airspace. The services shall …, be globally inter-operable, operate to uniform principles, … Uniformity: l Objective: To ensure that ATM operations are compliant with ICAO CNS/ATM plans and global interoperability requirements, provide a seamless service to the user at all times throughout Europe l … use of interoperable, common core technical functionality in the systems used, not an all-embracing requirement for identical equipment or systems ATM 2000+ Objectives

ACG Workshop, 17 Feb 2004 – OATA project Road Map & European Convergence and Implementation Plan (ECIP) Window of Opportunity Continuation of Current Plans Elaboration of Future Plans Target Concept & Architecture Towards a Common ATM Target in Europe

ACG Workshop, 17 Feb 2004 – OATA project European ATM: a Network Complex integrated network of organisations, information and processes: l Interdependence of stakeholders operational decisions l Consistent management of all phases of flight, gate-to-gate, system- wide information sharing This requires: l A Systems Approach for the ATM network F Organisational means to manage the ATM network as an integrated whole via seamless services l To better understand issues, uncertainties & processes involved, causes and their effects l To define and standardise interfaces

ACG Workshop, 17 Feb 2004 – OATA project Need for a Common Architecture (1/2) A new concept exploiting new technology, new business models: l A number of benefits l Increased complexity of the procedural, technical & legal arrangements, e.g. F Global/regional systems F Co-operative development of large ATM systems F Acquisition of services from independent entities (unbundling of services )

ACG Workshop, 17 Feb 2004 – OATA project ATM 2000+ Strategy emphasis on: l Network performance l Interoperability l Evolutionary, not revolutionary change steps l Economies of scale l Timely/early involvement of industry l Timely standardisation l Consistent development, air + ground l Collaboration among Stakeholders Need for a Common Architecture (2/2)

ACG Workshop, 17 Feb 2004 – OATA project A primary task for EATM l a number of products & regular processes over the years l ECIP in revised EUROCONTROL Convention A principle: appropriate involvement of all stakeholders in full respect of l institutional arrangements l respective roles of the stakeholders Ultimately only one European ATM Master Plan l owned by, developed with, all stakeholders l Agency as managing agent l continuity in plans and actual work => build on current assets and develop to satisfy future requirements European ATM Planning

ACG Workshop, 17 Feb 2004 – OATA project Master Plan Origin PRR/5 Rec.8, followed by PC/14 decision: l PC … agreed in principle that ANSPs and aircraft operators should be bound to meet European minimum functional requirements and interoperability standards by specified dates, according to a Master Plan to be developed and agreed under the leadership of the Director General and taking account of the existing European Convergence and Implementation Plan (ECIP) and the associated national Local Implementation Plans (LCIPs) Strategic Aerospace Review for the 21st Century (STAR 21): l Air Traffic Management: A master plan for a Single European Sky initiative should be developed within the framework currently discussed in the European Parliament and the Council. AECMA-EUROCONTROL Bilateral Steering Group: l initiative to initiate development of a Master Plan Industry proposals for a SES Programme
