5 5 Objectives (Art.2) /1  The principal objective of this Regulation is to establish and maintain a high uniform level of civil aviation safety in Europe. ©2014 EUROCONTROL 5

11 11 Regulation No. 1108/2009 What & How  Implementing rules in ATM/ANS domain should ensure the review of the Single European Sky legislation  The date of entry into force of the amendments to the Single European Sky legislation should be in line with those of the new safety measures made under this Regulation ©2014 EUROCONTROL 11

14 14 ATM/ANS (Art. 8b)  ATM/ANS providers shall comply with Essential requirements set out in Annex Va & Vb  ATM/ANS providers hold a Certificate  To demonstrate its capability and means to discharge the associated responsibilities  Derogation to FIS providers Through declaration of capabilities and means to discharge the associated responsibilities  Creates the link with the Single European Sky legislation ©2014 EUROCONTROL 14

15 15 Air Traffic Controllers (Art. 8c) – 1  Essential requirements are in Annex Vb  Air traffic controllers as well as persons and organisations involved in training, testing, checking or medical assessment of air traffic controllers  Provides the basis for ATCOs  ATCOs hold a licence and a medical certificate  Licence issued when the ATCO comply with the established rules (rules in compliance with the essential requirements is demonstrated, Annex Vb)  Theoretical Knowledge  Practical Skill  Language Proficiency  Experience  Medical certificate issued when the ATCO comply with the established rules (rules in compliance with the essential requirements is demonstrated, Annex Vb)  WHO can issue it? AME and AMC.

16 16 Air Traffic Controllers (Art. 8c) – 2 capability  The capability of TOs, AMEs and AMCs to discharge their responsibilities in relation to issuance of licences and medical certificates shall be recognised by issuance of a Certificate.  Requirements for certification are Annex Vb  Persons providing practical training or assessing air traffic controllers’ skills shall hold a certificate  Requirements for certification are Annex Vb  Synthetic training devices shall comply with essential requirements set in Annex Vb. ©2014 EUROCONTROL 16

17 17 Air Traffic Controllers Certification (Art. 22b) – 1  Refers to Art 8 c) - Air Traffic Controllers  Gives responsibilities to EASA  To investigate and audit the organisations the Agency certifies including its personnel  Use NAA or QE  Issue and renew certificates of ATCO training organisations located outside the EU and their personnel  Amend, suspend and revoke the relevant certificate when the conditions according to which it was issued by it are no longer fulfilled ©2014 EUROCONTROL 17

19 19 Annex Vb – Qualification of ATCO/1  General (mature educational, physical and mental, demonstrate theoretical knowledge and practical skills)  Theoretical knowledge  Maintain level of knowledge (functions and risks of the service)  Continuous assessment during training or examinations  Regular assessments or examinations  Practical skills  Operational procedures, specific tasks’ aspects, abnormal and emergency situations, human factors  Competence and regular assessments ©2014 EUROCONTROL 19

20 20 Annex Vb – Qualification of ATCO/2  Language proficiency  English shall be demonstrated  National language when necessary  Synthetic training devices (STD)  level of performance that allows adequate simulation of the working environment and operational situations  Training courses  Courses can include theoretical and practical instructions, including training on STD  For each type of training courses shall be defined and approved ©2014 EUROCONTROL 20

21 21 Annex Vb – Qualification of ATCO/3  Instructors  Theoretical instructors  Practical instructors (on practical skills)  They can act as ATCOs  Assessors  Responsible for assessing ATCOs skills  Practical assessors shall hold/have held an ATCO licence  Medical fitness for ATCOs  Medical criteria  When this is not demonstrated – mitigation measures to provide equivalent safety ©2014 EUROCONTROL 21

22 22 ANNEX Vb – ANSPs & TOs  Training Organisations  Shall have the means to discharge their responsibilities  Facilities  Personnel  Methodology  Documentation of tasks, responsibilities and procedures,  Access to relevant data  Record-keeping  Implement and maintain a management system  related to safety and the standard of training  Establish arrangements with other organisations to ensure compliance with essential requirements ©2014 EUROCONTROL 22

23 23 Summary  Regulation (EC) No 216/2008 establishes an appropriate framework for the definition and implementation of common technical requirements and administrative procedures in the field of civil aviation  Regulation (EU) No 1108/2009 extends the applicability to ATM, ANS and Aerodromes  Amends Regulation (EU) No 216/2008 ©2014 EUROCONTROL 23
