EP Hearing on the White Paper on Transport Michael Nielsen General Delegate IRU Permanent Delegation to the EU

This is the IRU  Represent bus, coach, taxi and truck operators in more than 100 countries worldwide; including in the 28 EU Member States and Members of EEA

Importance of road transport in EU Economic growth and job creation buses & coaches carry more people than rail, tram & metro combined

IRU driving tourism and mobility to support economic growth and job creation July 2012 EU Smart Move High Level Group created October 2013 European Citizens’ Mobility Forum

Innovations to support sustainable growth and competitiveness Why?  Reduce costs  increase profits  Improve efficiency  Improve environmental performance How?  Break out from silo thinking and ‘modal protection’  Move from minor changes to DEFINING THE Commercial Vehicle of the Future driving on the Infrastructure of the Future

Further innovations in road transport key to support EU sustainable growth and competitiveness Electric road trains in Germany 1901

IRU International Commissions & Working Parties Secure good quality and innovative infrastructure Simple, fair, transparent infrastructure charging for all modes No double payment, no increase in fiscal burden / what is paid today? Earmarking of the revenues to modes where charging is drawn from Interoperability of electronic charging systems essential Use TEN-T, CEF and EFSI funds for missing road links, parking, alternative fuels infrastructure etc.

Current market conditions jeopardises functioning of the internal market Market Crisis State- owned integrators New entrants not respecting existing law Intermediaries Unclear Rules Prices Unfair competiton

New entrants blurring industry boundaries ! Now for taxis, but in future also for urban public transport, intercity coach and haulage End unfair competition in taxi sector

IRU’s approach to combat illegal taxis or the fake shared economy Taxis are part of public transport Level playing field essential Rules exist for a reason and must be obeyed by all and enforced Propose EU access to profession rules for taxis and hire cars with driver

Access to market problems spreading  Ban on Agricultural produce €700 million loss for EU hauliers  Weekly rest France, Belgium Administrative burdens and additional costs  Minimum wage €8.50/hour in Germany France might introduce some kind of similar system  Restrictive operations Local limitations on how to perform transport operations

Unfair competition Unfair competition by exploiting loopholes in the system Unclear rules Different interpretations and practices, misleading statistics Price pressure Increased pressure from e.g. state owned integrators on prices without consequences for shippers and/or freight forwarders Fix the market conditions IRU want competitive environment with level playing field IRU want simple rules, uniform interpretation and adequate enforcement IRU want access to profession and joint liability across the supply and mobility chain

THE BEST FUTURE IS ONE WE MAKE TOGETHER Let’s create the most efficient transport system for the future
