ATV History ATVs first appeared in the United States in the 1970s. They were primarily sold as a recreational vehicle for thrill riding, hunting and accessing hard to reach areas in the woods and forests.

ATV History cont’d. ATVs have many uses in agriculture as a substitute for pick-up trucks, tractors, horses, and even walking. Many agricultural type attachments are now being made for ATVs.

ATV’s Are Dangerous The Consumer Product Safety Commission reports that annually about 125,500 individuals are treated for ATV-related injuries in hospital emergency rooms; nearly 10,000 are hospitalized and, over 400 deaths are recorded.

ATV’s Are Dangerous cont’d. Over 30% of the injured persons are less than 16 years of age. 27% of the fatalities are children under 16 years of age.

ATV’s Are Dangerous cont’d. 16% percent of all ATV accidents occur on farms, resulting in over 20 fatalities annually.

ATV’s Are Dangerous cont’d. This number is expected to grow as the ATV becomes a more common agricultural machine.

Safe ATV Use Guidelines Know your terrain Wear an approved ANSI helmet Proper clothing 70cc age 12 and older 90cc age 16 and older No passengers

Snowmobile All Terrain Vehicle Law – Ch. 77 – PA Vehicle Code Must follow all state ATV laws Must be registered with DCNR each year—unless exclusively used on property of the owner of the ATV

ATV Law cont’d. DCNR local District Forester regulates local trail use State trials open from Friday prior to Memorial Day until last full weekend in Sept.

ATV Law cont’d. Some ATV trails re-open in the winter in conjunction with the snowmobile season ONLY after the day following the last day of extended deer season until April 1st

ATV Law cont’d. May not operate on state trails in a reckless and dangerous manner Practice carry-in and carry-out trash procedures

ATV Law cont’d. Do not disturb or pursue any wildlife Do not carry loaded firearms ATV’s are not permitted on state forest roads open to licensed motor vehicles

ATV Law cont’d. Must be over 10 years old and complete an ATV safety course up to age 15 in order to operate on state trails It is illegal to operate an ATV on state trails without a helmet

ATV Law cont’d. Must have a title – costs $22.50 from DCNR May only operate on streets or roads when crossing a bridge or culvert or in declared emergencies – must be 16 years old and accompanied by an adult (18 or older)

ATV Law cont’d. All road crossings must be at 90 degrees – must be 16 years old to cross public roads Must have at least liability insurance

ATV Law cont’d. Licensing fees go into a DCNR fund for trail maintenance, safety courses, and law enforcement Fine of $300. for no registration or insurance

ATV Law cont’d. Must have operating front and rear lights half hour after sunset until a half hour before sunrise
