VISION “To Strive Towards The Continuous Maintenance And Promotion Of Labour Peace”

MISSION “To Be The Leading Provider Of Quality, Effective, Efficient And Non-partisan Administrative And Facilitative Mechanism For Labour Peace”

CORE BUSINESS To facilitate the negotiation and consultation processes To facilitate and provide for a non- partisan forum for the prevention and resolution of disputes

LEGISLATIVE FRAMEWORK The Council was established in terms of section 37(2) of the Labour Relations Act The Council shall operate and be guided by: The Promotion of Administrative Justice Act; and The Public Finance Management Act

FUNDING OF THE ELRC There are approximately educators – within the scope of the ELRC. The ELRC is funded through LEVIES paid by educators & equal contributions made by the Departments of Education.

COMPOSITION OF THE ELRC Employer PEDs – co-ordinated by the National Department of Education Trade Unions SADTU (60%) NAPTOSA (29%) SAOU (11%)

FUNCTIONS OF COUNCIL To maintain and promote labour peace To prevent and resolve labour disputes in education To promote collective bargaining – mutual interest To conclude and enforce collective agreements To conduct research, analyse and survey education nationally and internationally To promote training and build capacity in education Make submissions to PSCBC and NEDLAC
