CTE Data and EDFacts September 22 & 23, 2010

EDFacts Submission Plan In the EDFacts Submission Plan, the SEA count is hardwired to “1.” If you are not submitting through EDFacts, note in the comment field “exemption.” If you are submitting through EDFacts: – When data are from a program year prior to , indicate “0” for the LEA count. – When data are from program year , indicate the # of LEAs

Step 1 – Definitions that apply to all indicators Standard definitions: Does the state use the standard definition? Yes or No If no, what definition does the state use? Concentrator A secondary student who has earned three (3) or more credits in a single CTE program area (e.g., health care or business services), or two (2) credits in a single CTE program area, but only in those program areas where two (2) credit sequences at the secondary level are recognized by the state and/or its local eligible recipients. Participant A secondary student who enrolled in a vocational education course. The threshold level to be a participant is defined by the state, with most states defining a CTE participant as a student who has completed at least one course (or a substantial portion of it), and may be enrolled in another course. This definition includes students who have reached the threshold level of concentrator.

Step 2 – Submitting data for Tech-Prep Tech-Prep Did the state retain all, or a portion, of its Tech-Prep grant (Title II) for purposes authorized under Title II of Perkins IV? Yes or No

Tech-Prep If no, do not include category set I “Tech-Prep” in the EDFacts file. If yes, then these data should be submitted through EDFacts as category set I “Tech-Prep.” – Don’t forget that there are additional data about Tech-Prep that must be submitted through the CAR.

Step 3 – How data are submitted for disability status Disability Status How does the state define disability status? ADA or IDEA

Disability Status Be sure to use the correct permitted value: WDIS – when the data are based on IDEA ADA – when the data are based on ADA

Step 4 – Definition of a specific indicator 3S1 – Secondary School Completion for the Perkins CAR due December 31, 2010 Standard definitions:State uses? Step 4– State definition of indictor For indicator 3S1 Secondary School Completion – Numerator = N/X083 – Denominator = N/X082 For indicator 2S1 Technical Skill Attainment – Numerator = “Passed” – Denominator = “Passed” plus “Not passed”

Step 5 – Time period of the data for a specific indicator 3S1 – Secondary School Completion for the Perkins CAR due December 31, 2010 Time period if state did not negotiate a different time period: State uses? If not, what is the time period Program year: July 1 through June 30 Yes Reporting year: July 1, 09 through June 30, 10 Yes

Step 5 – State negotiated time period of data In the explanation field, put the time period if it is not the “standard” period of time: If it is a different period of months: 8/1/09 to 7/31/10 If it is a different year: 7/1/08 to 6/30/09 Could be both different months and year: 5/1/08 to 4/30/09

Step 2b – State negotiated time period of data If the time period is not compatible with the directory for SY , leave out the LEA level data. In the submission plan, LEAs = 0

Submitting to EDFacts for We are building CTE pre-fill reports which will allow the CTE coordinators to see what the CTE data submitted via EDFacts look like in the CAR reporting format --- similar to the Excel spreadsheets that can be uploaded to the CAR These reports should be available at the beginning of November Your EDFacts coordinator can provide these once your state has submitted the data to EDFacts.
