2 What is CEDARS The Comprehensive Education Data and Research System (CEDARS) is a longitudinal data system that allows OSPI to collect, store and report data related to students, courses, and teachers to meet state and federal reporting.

Established in state law Created in 2007 when lack of longitudinal data spanning education sectors was recognized Based in a research division of the governor’s budget agency (unit-level postsecondary data system is there, too) Work is responsive to “critical questions” identified by stakeholders CTE questions that span sectors fit perfectly into ERDC agenda

15 5S1 – Secondary Placement
Numerator: Number of CTE concentrators who were employed, enrolled in higher education, or enlisted in the military during the third post-exit quarter, based on administrative records or a student survey. Denominator: Number of CTE concentrators who left secondary education during the reporting year.

5S1 data is included in the CAR, EDEN, EDS, Report Card District submits student level data to CEDARS OSPI Release data to districts in EDS District certifies CTE Student Enrollment Data/ Adjusted Cohort Grad Data 5S1 Student Placement Education Employment Enlist in Service ERDC returns aggregate data back to OSPI OSPI provide ERDC a list of CTE concentrators with personal identifiable information for administrative matches ERDC performs data matches of CTE concentrators

17 Understanding Your Local Student Information System

18 Course Enrollment CIP Codes attached to courses (D10, H17)
Verify approval of CIP Code through EDS Provided CIP code for each course code in school curriculum master in August prior to first CEDARS submission in September and enrollment count Registrar updates course master yearly with CIP Codes

19 CTE Completer (20) A CTE program completer has completed 360 hours of instruction courses taken within that CTE program with grades of D or better. Report CTE Program Completer status when it occurs – when a student receives a final grade for all courses and reaches 360 hours of instruction in a CTE program Determine the available programs eligible for completion – course sequence of CIP Codes that meet 360 hours of instruction (see example on the back) Review student enrollment history in these programs Provide list of students with CIP Code for entry in SIS Enter completer criteria for each student record attached to the CIP Code in the year achieved

20 Industry Certification (H21 & H24)
H21 - As a result of taking the CTE course with CIP Code, the student received a state or nationally recognized industry certification H24 – Reported when a student takes or passes a state or nationally recognized assessment of technical skill & knowledge Collect student rosters from teachers of students who attempted, passed and failed the industry exam. Identify the CIP Code for that course Identify if exam also earned a certification (H21) Create file with required fields in local SIS system (H24) Enter completer criteria for each student record attached to the CIP Code in the year achieved Upload Assessment file for Element H24

21 Tech Prep Completer (H23)
A student who meets the high school’s portion of the Tech Prep Articulation Agreement (ie. B or better and other performance requirements) Reported when a student meets the above criteria; student not required to apply for college credit Registrar must be informed to modify course designation (H13) for Tech Prep (T) Collect student roster from teachers of those students who met the Tech Prep Articulation Agreement Identify the CIP Code for that course Registrar updates course master yearly with CIP Codes (D10, H17) Registrar updates course designation yearly (H13) Enter Tech Prep Completer criteria for each student record attached to the CIP Code in the year achieved
