ICT and energy efficiency - Roadmap Commission Communication May 2008 Points to ICT and ICT-based innovations as one of the potentially most cost-effective means to achieve the 2020 targets Commission Communication March 2009 Sets out a policy to exploit the enabling capacity of ICT in contributing to energy efficiency Commission Recommendation October 2009 Identifies specific actions for stakeholders to exploit ICT to effect change

Commission Recommendation of 09.10.2009 … Member States, Regional, Local Authorities agree on awareness-raising, best practice, etc, for example: ● leverage their purchasing power to reduce the footprint of ICT systems that underlie all forms of electronic service delivery – in particular to ensure that such systems are extendable, upgradeable and configured so as to minimise energy demand; ● make use of ICT and notably the broadband infrastructure to introduce efficiencies into general service delivery and infrastructure management, urban planning and policy-making, and to collect and analyse energy and emissions data;

Other relevant policy areas and documents Cohesion Policy - Community Strategic Guidelines 2007-2013: Member States and regions should pursue the objective of sustainable development and boost synergies between the economic, social and environmental dimensions. Opinion of the Committee of the Regions – November 2008: - local and regional authorities have several instruments at their disposal which can help to exploit to the full the opportunities offered by ICT in managing climate change, such as for example responsibilities and powers in the fields of: land-use planning, energy supply, construction and transport; − in connection with a European event on energy efficiency, an exhibition and competition could be held for local and regional authorities on the best energy efficiency projects using ICTs, and is prepared to participate in both the exhibition and the event itself; and that the Commission draw up a practical guide, together with the Committee of the Regions and other stakeholders, on how local and regional authorities can exploit ICTs in their climate change plans.

Study on “The contribution of ICT to energy efficiency: local and regional initiatives” The enabling role of ICT: ICT can enable efficiency improvements in major energy-using sectors; ICT can reduce demand for energy and other material sources; ICT can reduce wasteful consumption of energy ICT for a low carbon economy: Initiatives/measures aiming at energy efficiency of ICT infrastructure or equipment and their use Initiatives/measures aiming at ICT enabled energy efficiency and/or sustainability of: buildings and construction, freight and passenger transport ICT applications aimed at collecting, quantifying, measuring, monitoring, planning, evaluating or forecasting energy efficiency and/or carbon emissions

Purpose and utility of the study Learn from existing experiences and provide useful recommendations Communicate lessons learned to peers and to all involved in policy or implementation of energy efficiency measures Utility: Inform regional and local decision-makers about possibilities and benefits of directing ICT investments and ICT centred projects and support towards delivering the building blocks of a low carbon economy and society Contribute to generate evidence for future EU policy initiatives, in particular to improve understanding of the potential for social, organisational, technological innovations, in the application of ICT towards systemic shift at the local level in favour of increased sustainability and a reduced reliance on non-renewable sources of energy
