11 Conclusions and Recommendations Still open: What are smart cities – are there any? Question the notion of smart for smart's sake Scale-up - who pays? Who benefits – can citizens have a say? Shouldn't cities ask more questions Shouldn't cities ask more questions? look at worst practices too far more attention to (common ways of) measuring impacts (L.1440..!) and understanding how real, expected benefits can accrue! 11 Lima, Peru, 5 December 2013
