3 1.1 Interregional cooperation 2014/2020: new features Concentration on the Thematic Objectives covering the Europe 2020 priorities - Smart, Sustainable and Inclusive Growth- More strategic focus and targeting resources: priority axis of IG&J OPs (ERDF and ESF) corresponding to Priority Axis of ETC OPs INTERREG EUROPE provide a methodological and financial support to create more effective linkage between IG&J OPs and ETC world

Medium LOC FOOD (food sector) : more related to EAFRD Regional Operational Programme (ROP) 3. Low PRE-WASTE (waste prevention) and RSC (mitigation and adaptation to climate change): synergies with other regional plans 2007/2013: thematic matching, priority but no “formalised” mechanisms of linkage between ROPs and ETC existed

9 2.5 RITS – net project: an example of integration with regional policies Overall objective: To improve sustainable transport policies through Intelligent Transport Systems (ITS). Development of individual ITS regional plans Main results: “E -ticketing – “Electronic Ticketing System at Regional Level” included into Regional Plan for Local Public Transport 2010-2020, Regional Programme of Local Public Transport Services 2013-2015 and in ERDF ROP 2007/2013 website: www.rits-net.eu

10 3.1 Our Experience in INTERREG EUROPE so far Some considerations 1.Greater focus on improving IG&J OPs Provision of a policy learning framework to work with peers - MAs and IBs with same institutional level and with the same power of effectively embedding results in their ROPs and OPs “at least half of the policy instruments addressed by the EU regions in a project must be Structural Funds programmes - ERDF and ESF” Strengthened opportunity to exchange knowledge and best practices in order to improve the performance of regional policy instruments and to develop joint policies.

11 3.2 Our Experience in INTERREG EUROPE so far Some considerations 2. Action Plans Opportunity to monitor Action Plan implementation through Phase 2 Checking to which extent measures are implemented in the ERDF/ESF OPs, evaluating the results and gathering evidence of success. Same implementation logic than in the ROP 3. Pilot Actions (phase 2) Opportunity to apply for pilot Action to test good practice before adoption Chance for MA to test the “policy change” at a small scale before implementing at large scale (through Structural Funds mainly)

12 3.3 Our Experience in INTERREG EUROPE so far Some considerations 4. Improved coordination mechanisms at regional level If authorities responsible for policy instruments not directly involved, letter of support from these authorities must be submitted Closer cooperation with potential beneficiaries and more effective coordination of regional priorities to be addressed within Interreg Europe 5. Improved policy making process at regional level Involvement of regional stakeholders in interregional learning process through stakeholder group aiming at increasing the chance of achieving policy change Strengthening social dialogue at regional level.

13 3.4 Our Experience in INTERREG EUROPE so far Some considerations 6. Awareness raising towards MAs Some MAs did not fully detect the relevance and potential of the programme rationale and innovative approach, mostly due to the fact that they are also committed in the challenging phase of final definition and starting up of their ROPs. So, it is important to go on with the profitable awareness campaign by the INTERREG Europe Joint Secretariat.
