4/22/2017 Installation Energy Office of Energy Initiatives(OEI) established to develop large scale renewable energy projects to cost effectively strengthen energy security, save money, and support the Army’s energy goals. Develop win-win third party financing to improve efficiency on Army installations. The Army has the most robust Energy Saving Performance Contracting program in the entire Federal government. Residential Community Initiatives (RCI) partners own and operate housing for Soldiers and Families. RCI employs renewables where cost effective. The Army’s Energy Conservation Investment Program (ECIP) funds projects that promise a significant payback via reduced energy costs. Through technology and policies we are reducing our energy footprint. We will provide flexibility and resiliency by developing alternatives and adaptable capabilities
