3 UNCLASSIFIED “It’s All About the Soldier” USAG – Ft Hunter Liggett Mandate TopicEnergy & Sustainability Performance Target [Source] Energy use in Federal buildings Reduce 3% per year to total by 30% by 2015 (2003 baseline) [EO 13423, EISA 2007] Energy metering for improved energy management Meter electricity by Oct 2012 [EPACT 2005] Meter natural gas and steam by Oct 2016 [EISA 2007] Electricity use for federal government from renewable sources At least 3% of total electricity consumption (FY07-09), 5% (Fy10- 12), 7.5% (FY13 +) [EPACT 2005, NDAA 2007] Net zero buildings All new buildings entering design in 2020 and after achieve net zero energy by 2030 [EO 13514] New federal buildings achieve net zero by 2030 [EISA 2007] Energy Mandates todd.a.dirmeyer@us.army.mil3

4 UNCLASSIFIED “It’s All About the Soldier” Increase energy efficiency Conserve and protect water resources Eliminate waste and recycle Leverage agency acquisitions to foster markets for sustainable technologies Construct, maintain, and operate high performance sustainable buildings USAG – Ft Hunter Liggett Executive Order 13514 todd.a.dirmeyer@us.army.mil4

5 UNCLASSIFIED “It’s All About the Soldier” Definition of Net Zero – Energy Initiative A Net Zero Energy Installation (NZEI) is an installation that produces as much energy on site as it uses, over the course of a year. To achieve this goal installations must first implement aggressive conservation and efficiency efforts while benchmarking energy consumption to identify further opportunities. The next step is to utilize waste energy or to "re-purpose" energy. The balance of energy needs then are reduced and can be met by renewable energy projects. Energy Security is the foundation of the NZEI! USAG – Ft Hunter Liggett Solar Hot Water Solar Vent Preheat Ground Source Heat Pump Daylighting todd.a.dirmeyer@us.army.mil5
