Disaster Management Project Title: Disaster Risk Reduction in the most vulnerable communities in Osh and Jalalabat provinces of the Kyrgyz Republic Project duration: April 2005 – April 2007

Partnership strategy: Ministry of Ecology and Emergency Situations, Scientific Institutions Local Self-Governments National UNVs and UNDP Local Self-Governance, Poverty Reduction and staff of the Preventive Development project Life/GEF program National Red Crescent Society World Bank Asian Development Bank NGOs and CBOs at the local level Disaster Management

The project will pilot more decentralized community based approach to: Raising awareness of risks in highly vulnerable communities of Osh and Jalalabat; Increasing capacity of local governments and communities for risk assessment, disaster preparedness planning and mitigation activities. Disaster Management

Project activity during the implementing period: Hazard Mapping and Vulnerability and Capacity Assessment. Community risk assessment knowledge and planning; survey of community about disaster preparedness and response. Preparation of Disaster Preparedness and Disaster Response Plans with involvement of local self-governments and communities. Disaster Management

Project activity during the implementing period: Trainings on disaster preparedness and response, team building. Mitigation activities. Development and implementation of disaster mitigation projects. Disaster risk awareness campaigns in highly vulnerable disaster mitigation project. Disaster Management

Integration in the framework of cluster: Legal support Rendering assistance in conducting of evaluation of the legal acts in DM sphere and working out relevant recommendations. Amendments to the law “On local self-government and local public administration”. Preparation of the manual on “Legal Base on Disaster Management issues in the Kyrgyz Republic”. Development of the draft law on DM issue. Capacity Building – trainings (ToT trainings, participatory planning, gender training, first aid training etc.) Disaster Management
