Under PCGIP Environmental and Social Management Framework (ESMF) is prepared by the Government of Punjab to ensure that the development schemes implemented by the CDGs/City entities are environmentally sound and socially acceptable. The CDG/ city entity will conduct environmental and social screening and categorize each scheme on the basis of nature and size.

Only Economic benefit are considered. Evironment was totally ignored factor. Due to exclusion of Environmental Factors in Development Schemes, the public complaints have been increased tremendously Each Development Project had several problems as: o Emission of Dust particles o No alternative routes during road construction o No safety signs, guide signs etc o No Personal Protective Equipments (PPEs) to workers o No Sprinkling of water on construction site o No maintenance / check on construction vehicles
