Examples of regional plans for using ESF for inter-regional co-operation at European level: Regional Government of Tuscany Giacomo Gambino, General Director, Regional Department for Education, Tuition and Employment Regional Government of Tuscany

Transnational Priority Issues Boosting individual and organised mobility towards EU countries, i.e. promoting study, lifelong learning and working experiences abroad. Boosting the transnational dimension of pilot projects, promoted and financed by the Provinces of Tuscany Enhancing projects supporting transnational activities for the creation of services and initiatives to boost citizens mobility, exchange of good practices and transfer of innovation between the actors of the different EU countries Promoting interinstitutional cooperation between Tuscany and other European Regions starting from the Earlall Network

1. Mobility enhancing study and work experiences abroad Aims: to guarantee to a broad group of citizens the possibility to work and study abroad Target group: trainees, schools or tertiary system attendees, young graduated, researchers and entrepreneurs Study and work experiences abroad can be promoted by individuals, schools, vocational training centres or by social partners and enterprises This field sets principally on the structured cooperation with the other European Regions

2. Transnationality in Pilot Projects Tuscan Provinces and Areas will be able to promote projects according to the ESF priorities as joint actions involving more than one Province or Italian Region In these cases the eventually present transnational character of the projects can be supported by regional resources coming from the ESF

3. Transnational Services and Initiatives (a) Aims: assuring basic services providing continuity, quality and widespread of different transnational cooperation practices throughout different fields Actions: services aiming to support projects for mobility, goods exchange and for the mutual enhancement of activities that have the final aim to boost instruments and services for lifelong learning, employment and mobility The cooperation with other Regions in this field must aim to subjects having same goals and interests

3. Transnational Services and Initiatives (b) Aims: promoting transnational networking and cooperation among stakeholders of regional systems of lifelong learning and labor policies Actors: social partners, association of firms, etc. Cooperation with Regions to promote cooperation among regional stake holders

4. Interinstitutional Cooperation Aims: promoting agreements from side of all political institutions involved in the ESF interventions The coordinated actions of the Regional Governments according to the programmed activities must vouch for the suitability of the aims, of interventions, of resources and of partners. Bilateral and multilateral agreements, signed in the name of the Presidents of the here involved Regions through which the partners are committed to cooperate in order to achieve a series of common goals within the limits of their institutional competences
