CCJPA Sacramento to Roseville 3 rd Track Project Sacramento Stakeholder Advisory Committee (SAC) Meeting #1 HDR Office Tuesday, May 20, :00 - 9:00 a.m.

SAC ROLES & RESPONSIBILITIES Represent your constituents’ key issues and concerns Act as a liaison between CCJPA and the larger public ensuring project information is distributed and input received Work closely with CCJPA to identify and address potential sensitivities and issues Meet at key milestones over the next year (up to four meetings) as a valued member of the SAC We want to partner with you to assist with the development of this project!

PROJECT HISTORY December 11, 1991: Passenger rail service to Roseville opens – Since the opening, Placer County’s goal has been to grow train service 1998: Capitol Corridor Business Plan includes 4 round trips to Auburn/10 to Roseville 2002: Efforts formally began through initial design project with UPRR : Continuous coordination with UPRR to initiate further studies for increased train service

PROJECT OBJECTIVES & BENEFITS Project Objectives Expand CCJPA service between Sacramento and Roseville (up to 10 trains daily) Preserve current freight operations and reliability within the corridor Project Benefits Provide connections Offer transportation choices Create reliable travel alternatives Enhance quality of life Build congestion relief options Drive and promote sustainable economic development

PRELIMINARY ENGINEERING & ENVIRONMENTAL STUDY CCJPA, in partnership with UPRR, Sacramento, Roseville, PCTPA & SACOG will: Identify/develop design elements to meet service goals Develop track alignment/infrastructure Prepare initial design/cost estimates Perform environmental studies/review

2012 – INITIAL CORRIDOR STUDY Alternatives are driven by specific criteria and approvals: UPRR, CCJPA & Amtrak Engineering/Design Standards Federal Railroad Administration Standards California Public Utility Commission

ENVIRONMENTAL OVERVIEW California Environmental Quality Act (CEQA) & National Environmental Policy Act (NEPA) Lead agencies must identify and minimize potential significant environmental impacts as well as invite the public to review and participate. CEQA Lead: CCJPA NEPA Lead: Federal Railroad Administration

FUNDING Preliminary cost to construct 3 rd Track = $200 million Funding strategy in progress CCJPA will use a number of funding sources – Local and regional sources – Cap-n-trade – STIP – HSR bond (feeder service funds)

PUBLIC INVOLVEMENT ACTIVITIES A variety of communication tools will be used to educate, inform and solicit broad-based input from the public and impacted stakeholders.
