СIVIL SERVICE TRAINING SYSTEM OF KAZAKHSTAN Civil service training system is regulated:  by laws (e.g. the Civil Service Act, 1999, renewed in 2013),  and by by-lwas (e.g. the Decree about Rules of Retraining and In- service Training, 2004). Civil Service Act of the Republic of Kazakhstan, section 8, article 8:  a civil servant has a right for training, in-service training, and retraining. Decree about Rules of Retraining and In-service Training regulates further details regarding retraining and in-service training of civil servants. 2

СIVIL SERVICE TRAINING SYSTEM OF KAZAKHSTAN  Initial training. There are bachelor, graduate and post-graduate programs in the universities awarding a Bachelor of Public Administration, a Master of Public Administration, and a Doctor of Public Administration;  Retraining (primary training) for adaptation, i.e. short-term training for up to 6 weeks, is provided Academy of Public Administration, and Regional Centers of Civil Servants Training;  In-service training, i.e. short-term training up to 2 weeks, is provided Academy of Public Administration, Regional Centers of Civil Servants Training, and Special Training Centers under the Ministries, and private profit-making training institutions. 3

СIVIL SERVICE TRAINING SYSTEM OF KAZAKHSTAN 4 Central Government Agencies Local Government Academy of PA Regional Centers of SCT Training Centers under Ministries Private Training Centers Number of Civil Servants is 91,077 in , 550 of Civil Servants has trained in:  Academy of PA – 3,423;  Regional Centers of SCT– 17,420;  Other Training Centers – 11,707.

Mission of the Academy of Public Administration under the President of the Republic of Kazakhstan is professional development and training of highly qualified staff for public administration, capable to learn the best global practices and innovation management skills to further effectively implement it in public policies. 5

Academy offers 5 types of programs: Graduate programs : Master of Public Policy; Master of Public Administration; Master of Law; Master of International Relations; Post-graduate programs : Doctor of Public Policy; Doctor of Public Administration; Doctor of International Relations; Retraining (primary training) programs, i.e. short-term training for up to 3 weeks for: newly employed civil servants; civil servants who were appointed to executive position; In-service training programs, i.e. short-term training up to 1 or 2 weeks for: civil servants from central and local government provided by domestic and foreign trainers; all chairmen of regional and district court, and judges providing by domestic and foreign trainers; managers ethno cultural associations and representatives of regional religious denominations providing by foreign trainers; On-line courses. 6

New Wave of Reform in Civil Service In 2011 Kazakhstan started a new wave of reform in civil service. Kazakhstan is changing the recruitment philosophy and introducing new model of career system. Civil service positions are divided in two corps:  Executive Corp ‘B’,  Senior Executive Corp ‘A’. According to the reform of civil service training system have to start reformation objectives, legal framework, training programs and their contents. 7

Corp ‘B’ training programs  Retraining program for newly employed civil servants (4 weeks)  Retraining program for civil servants who were appointed to executive position (3 weeks)  In-service training programs, i.e. short-term training up to 3 days or 2 weeks  Customer–oriented in-service training program for personnel of Human Resource Offices Corp ‘B’ training programs  Training program for civil servants who have been selected to reserve of Corp ‘A’ (high flyers);  Training program for civil servants who have been newly appointed to position in Corp ‘A’. Its program will be focusing on supervisory skills;  Training program for civil servants who are already in the Corp ‘A’. Its program will be focusing on leadership skills. 8
