State Housing Initiatives Partnership Program (SHIP) Purpose To provide funds to local governments as an incentive to create partnerships to produce and preserve affordable home ownership and multifamily housing.

Alachua County SHIP Local Housing Assistance Plans and Construction/Homeownership Requirements – 75% of funds expended on new construction or rehab – 65% of funds expended on homeownership – 10% of funds expended on administration (maximum)

State Housing Initiatives Partnership Program (SHIP) Requirements Growth Management Housing Programs Office Illustration ($1,000,000) $750,000 New Construction or Home Repairs $100,000 Administration maximum $150,000 Existing homes without any repairs $1 Million Total

Alachua County SHIP Local Housing Assistance Plan (LHAP) Income Level Expenditure Requirements - 30% of funds must be expended on very low income (50% of Area Median Income: Family of four: $28,300) - 30% of funds must be expended on low income (80% of Area Median Income: Family of four: $45,300) Encumbrance/Expenditure Deadlines - Funds must be encumbered within 2 state fiscal years - Funds must be expended within 3 state fiscal years

Eligibility Guidelines Households: Maximum 120% of Area Median Income, (Moderate income for a family of four: $67,920) Exception: 140% when funds are allocated to a development funded by the Community Workforce Housing Innovation Pilot Program, (CWHIP). No funding budgeted in 2008 Units: Must meet standards in Chapter 553, Florida Statutes. – Manufactured buildings (modular homes) – Site built homes – No mobile homes may be assisted with SHIP funds.

Current Uses of SHIP Funds for Energy Conservation Down Payment Assistance with repairs Single Family Housing Development Program: Repair/replacement and new construction – Insulation – Insulated window replacement – Heat and Air Units, hot water units – Exterior door replacement – Caulking, patching

Logistical Barriers to Weatherization of Low Income Families Structural or mechanical repairs needed prior to weatherization – Leaky roof or roof exceeded life expectancy – Tube and knob wiring in attic – Open electrical splices in attic – Inadequate electrical service to accommodate new HVAC unit or furnace – Structural wood damage – Moldy or damaged drywall – Lead-based paint, asbestos, other environmental issues

Barriers to Weatherizing Homes of Low Income Families Severe health and safety code violations – Extent of repairs may consume funding available – In rare cases, walk unless replacement funds Combined Loan to Value Limits (DPA) Type of structure: mobile homes Amount of maximum award (Combined amount of down payment and home repairs) Multiple service provider waiting lists

Solutions Community Weatherization Coalition – Fund raising – Case management (coordinated service among service providers) – Volunteer coordination – Energy Auditor Training Down Payment Assistance and Home Repair Programs – Increased maximum awards (pending in new LHAP) – Amend current LHAP to increase maximum awards – Adopt recommended energy conservation standards in both programs Energy Conservation SHIP Strategy – Supplemental in nature to complement existing programs – LHAP Amendments would be required (current and new) – Subject to approval by BOCC and FHFC
