2 OCED Housing Assistance
OCED through the Home Weatherization and Housing Rehabilitation program can address: Energy efficiency home improvements General home improvements –code violations, safety concerns Emergency repairs (furnaces, water heaters & roofs) Repairs to mobile homes Accessibility improvements (entrance ramps)

3 Weatherization Assistance Program
Funded thru the US Department of Energy (DOE) Eligibility at 200% Federal Poverty Level Services are free of charge (avg. $4,000) Homeowners and renters eligible Apartment are NOT eligible Energy saving improvements are the focus Currently short waiting list

4 Weatherization Assistance Program
The Weatherization Program covers work that has an acceptable Return on Investment Attic and wall insulation Furnace safety checks and replacement Air sealing of gaps and cracks Very few windows are replaced Refrigerator replacement Smoke and Carbon Monoxide detectors Work usually takes 1 or 2 days to complete

Housing Rehabilitation Program Funded thru the US Dept of Housing and Urban Development (HUD) Eligibility at 80% Area Medium Income Services can be free or in the form of a loan Only homeowners are eligible Wider array of services are possible Long wait list time (depending on jurisdiction) Only residents of Urban County jurisdictions are eligible

10 Housing Rehabilitation Program
Single Family Rehabilitation - sub program Most often assistance provided for Roof Replacements General home improvements Code violations Lead based paint remediation Homeowner accepts a lien on the property 0% interest, no payments, forgiven after 30 years Funds are paid back when home is sold Work can take a few days to several weeks to complete

Emergency Assistance- sub program Furnace or Water Heater replacement Help with clogged or damaged sewer lines Funds are grant based up to $5,000 A lien on the property is issued from $5,000 and up Emergency liens are forgiven after 5 years We prioritize emergency work. Fastest response time.

Accessibility Ramp Assistance - sub program Ramps are commonly installed (metal is preferred) Grab bars are eligible A lien is placed on the property in the amount of the cost of the project. Property liens are forgiven after five years. A bit of a long wait for service

16 Housing Rehabilitation Program
Manufactured Housing assistance Mainly roof replacements and furnace and water heater replacements Work is grant based up to $7,500 One of the only significant sources of assistance for folks who live in a mobile home community

17 DTE’s Test and Tune Program
We are seeking applications! Furnace tune up and safety check Replacement of unsafe or inoperable furnaces Refrigerators built before the year 2000 can qualify for automatic replacement Installation of programmable thermostat and faucet aerators (where not already present)

18 DTE’s Test and Tune Program
Eligibility for the Test and Tune Program is at 80% of AMI Single family homes are eligible Mobile homes are eligible Renter may apply with landlord approval Larger multi unit rentals are not eligible Call Katrina Orcino
