5 HOW TO APPLY ? To receive LIHEAP and USF benefits in PASSAIC COUNTY, 1. your household income should fall within the income limits defined by the program. 2. will have to provide their INCOME details about all the household members. The amount of benefits will depend on number of people in household, geographical location, and gross income of the household. To receive help through LIHEAP, you will have to meet the following eligibility requirements. You must be resident of Passaic County You must have need help for paying energy bills Your household income must be below income limits set in the program

7 R – E – N – T Reducing Energy Needs for Tenants the RENT program has been developed in order to work with Landlords and Tenants to make weatherization assistance more accessible. the RENT Program works within the Weatherization Assistance Program (WAP) so that landlords can improve their rental properties for overall quality and better living conditions. the weatherization process includes performance of a home energy audit, selection of measures, installation of measures, and quality control verification.

8 RENT provides solutions and long-term property benefits. Weatherization services through the WAP in most cases are free if the tenants are eligible for the program the landlord only spends a small amount of time, without monetary cost, improving his or her properties If a property’s utility bills decrease, then the quality of living and tenant satisfaction will increase. This program will provide quality improvements and upgrades to your property that will maintain their high efficiency levels for years after they receive weatherization services

9 Eligible and Non-Eligible Structures Eligible Dwelling Units - Single Family (1-4 dwelling units) + Single-family dwelling unit is defined as a house or stationary mobile homes whose occupants live together as a family or household + 50% RULE (50% of the occupied dwelling units must be eligible) - Multi-Family Buildings (5 or more) + multi–family is defined as a building with five or more rental units. + 66% RULE (66% of the occupied dwelling units must be eligible) + must provide the 500 58/59’s to verify the eligibility - Groups, Shelters and Transitional Facilities - Religious Buildings

10 LANDLORD CONTRIBUTIONS landlords may be asked to contribute funds towards the cost of installing energy conservation measures in their buildings WEATHERIZATION / SHELL MEASURES: may require leveraging of landlord contributions, when feasible, from the owners of such buildings – case by case basis HEATING SYSTEM UPGRADES: mandatory contribution requirement for all heating system upgrades of 50% of the total cost NON-PROFITS ORGANIZATIONS buildings managed or owned by non-profits organizations are exempt upon proof of IRS 501(c)(3).

13 What is Weatherization? Weatherization is the installation of home energy efficiency measures to help reduce energy bills. Eligible participants are provided with: 1) A free home energy audit to see how energy efficient a home is and how much money can be saved on energy bills through weatherization. 2) Installation of recommended free energy efficiency measures, which may include energy efficient appliance replacement at no cost. WEATHERIZATION ASSISTANCE PROGRAM: This Department of Community Affairs program assists qualified, low-income households in weatherizing their homes, improving their heating system efficiency and conserving energy. 15 Some typical Weatherization work that may be performed on your home includes: Insulating the attic, walls, floors, water heater, and exposed pipes. Tuning-up, repairing, and if necessary, replacing the furnace or heating unit and, if you have one, the air conditioner. Installing ventilation fans including electric, attic, ceiling, or whole house fans to increase air circulation. Eliminating air infiltration by weather- stripping and caulking around doors and windows and replacing broken glass panes. Focusing on energy-related health and safety issues while performing all work. Providing instructions on the care of the Weatherization materials and simple, low- cost/no-cost tips on how to save even more energy and money after the Weatherization materials have been installed.
