2 OCED Housing Assistance OCED through the Home Weatherization and Housing Rehabilitation program can address: Energy efficiency home improvements General home improvements –code violations, safety concerns Emergency repairs (furnaces, water heaters & roofs) Repairs to manufactured/mobile homes Accessibility improvements (entrance ramps)

3 OCED Housing Assistance Weatherization Assistance Program Funded thru the US Department of Energy (DOE) Eligibility at 200% Federal Poverty Level Services are Free of charge (avg. $4,000) Homeowners and renters eligible Apartment and mobile homes are NOT eligible Energy saving improvements are the focus Currently a 6-8 month waiting list, OCED still taking applications.

4 OCED Housing Assistance Weatherization Program covers work that has a acceptable Return on Investment Attic and wall insulation Furnace safety checks and replacement Air sealing of gaps and cracks Refrigerator replacement Smoke detectors very few windows are replaced Work usually takes 1 or 2 days to complete per contractor

7 OCED Housing Assistance Housing Rehabilitation Program Funded thru the US Dept of Housing and Urban Development (HUD) Eligibility at 80% Area Medium Income Services can be free or in the form of a loan Only homeowners are eligible Wide array of services are possible Long wait list time (depending on jurisdiction) Only residents of Urban County jurisdictions are eligible Equity in home can be a problem

10 Housing Rehabilitation Program Single Family Rehabilitation - sub program General home improvements Code violations Lead based paint remediation Homeowner accepts a lien on the property 0% interest, no payments, forgiven after 30 years Funds are paid back when home is sold Work can take several weeks to complete

11 Housing Rehabilitation Program Emergency Assistance- sub program Furnace or Water Heater replacement Sewer replacement Funds are Grant based up to $5,000 A lien on the property is issued from $5,000 and up Emergency liens are forgiven after 5 years
