 Fuel Efficiency Regulation ◦ Passenger Cars (M1) ◦ Heavy Duty Vehicles  FE Labeling Program ◦ SIAM Voluntary Label ◦ Mandatory FE Label

Notification & Implementation SIAM Society of Indian Automobile Manufacturers MoP CAFC Notification - SO 290 Phase I – Apr’16 Phase II – Apr’21 MoP CAFC Notification - SO 290 Phase I – Apr’16 Phase II – Apr’21 MoRTH CMVR Notification & Admin Procedure MoRTH CMVR Notification & Admin Procedure Decision MoP/MoRTH/MoHI Phase I – Apr17 Phase II – Apr’22 SIAM Revised Notification Awaited Limits Phase I : g CO 2 /km Phase II : g CO 2 /km

 Ministry of Power Notification - SO 290 dated 31 st March 2014  Corporate Average Fuel Consumption (CAFC) ◦ Applicable for M1 category of Vehicles ◦ In term of Gasoline Equivalent Fuel Consumption (L/100km) 2016: X (W-1037) : X (W-1145) Notified Regulation # Provisions for review of 2021 regulation based on actual Unladen weight of industry, if it is less than 1145 kg in 2016 #2021: X (W - ####) Conversion Factors for Other Fuels

 SIAM awaiting revised notification  Detail Administrative procedure will be discussed with Government of India  Administrative Procedure likely to include ◦ CAFC Reporting procedure and timelines ◦ Flexibilities ◦ Consequences of non-compliance  SIAM will be pushing for following flexibilities in future ◦ Pooling ◦ Credit Carry forward and Debit Carry back ◦ Off cycle credits ◦ Super-Credits

SIAM Proposal : Consequences of Non-Compliance In case manufacturer does not comply with the requirements, the manufacturer may choose one or combinations of more than one options – 1.The manufacturer may adjust the CO 2 debits with the CO 2 credits earned by the manufacturer in last three / five reporting periods. 2.The manufacturer may re-establish compliance by obtaining new type approval report(s) for any of his models (s) / variant (s). 3.Purchase of credits from other manufacture 4.The manufacturer may pay applicable excess emission premium – Details yet worked out.

 Fuel Efficiency Regulation ◦ Passenger Cars (M1) ◦ Heavy Duty Vehicles  FE Labeling Program ◦ SIAM Voluntary Label ◦ Mandatory FE Label

Heavy Duty Vehicles  Petroleum Conservation Research Association (PCRA) Leading discussions from Govt of India  Preparation of base document on worldwide FE regulations with help from consultant under process.  Approach for India yet to be decided - Simulation based regulation seems difficult

 Fuel Efficiency Regulation ◦ Passenger Cars (M1) ◦ Heavy Duty Vehicles  FE Labeling Program ◦ SIAM Voluntary Label ◦ Mandatory FE Label

SIAM FE LABLE – VOLUNTARY  SIAM Members Voluntary display FE Label since 2009  Displayed at the Point of Sale for Consumer information  Vehicle FE in km/l – Carbon balance method  Competitive information though FE FE band for all vehicles in weight Class

 Fuel Efficiency Regulation ◦ Passenger Cars (M1) ◦ Heavy Duty Vehicles  FE Labeling Program ◦ SIAM Voluntary Label ◦ Mandatory FE Label

 Labeling Program – discussions started  Label to Cover -Fuel consumption of a passenger cars (in km/l), -Relative efficiency of the passenger cars amongst vehicles in the same kerb weight range -Star Rating  Committee to deliberate - Scheme - Gasoline Equivalent Fuel Consumption / Fuel Specific Fuel Consumption - Type approval, COP / Check Testing requirements - Governing Equation for Star Rating  Target to Launch Program by Jan’2015 MANDATORY LABEL

MANDATORY LABEL – Likely Scheme
