1 13. Indian Issues, Reports and Discussions
25th JOINT TECHNICAL LIAISON MEETING 13. Indian Issues, Reports and Discussions April 16-17, 2015 Tokyo, Japan Japan: Komatsu Takayuki MAMIYA

2 13.1 Safety Standards and Regulations and Industry Association

3 Summary of Regulation in India India Engine Emissions
New safety regulation will cover all CEMM including crawler type and wheel type. Engine emission CMVR applicable criteria (major points) = engine output<560kW, axle load<10.2 ton Safety Detail in India Engine Emissions Under discussion in Authority & Industry group 13.3 13.2 13.4

4 Abbreviated name Automotive Industry Standards Committee (AISC)
Automotive Research and Association of India (ARAI) Bureau of Indian Standards (BIS) Construction Equipment Vehicle (CEV) Construction Earthmoving Mining Material handling (CEMM) Central Motor Vehicle Rules (CMVR) Central Pollution Control Board (CPCB) Directorate General of Mine Safety (DGMS) Department of Heavy Industry (DHI) Indian Construction Equipment Manufacturers Association (ICEMA) Indian Diesel Engine Manufacturers Association (IDEMA) Ministry of Environment and Forest (MoEF) Ministry of Heavy Industry and Public Enterprises (MoHIPE) Ministry of Road Transport and Highways (MoRT&H) Ministry of Shipping, Road Transport and Highways (MoSRT&H)

5 13.2 DGMS Mining Requirements
DGMS Safety Requirements on Dump Trucks. (Circular No 5 dated 2010/10/13) DGMS Safety Requirements for all type of equipment. (Circular No 9 dated 2008/12/02) DGMS (Directorate General of Mines Safety) is a Govt. of India Regulatory body under the Ministry of Labor and Employment, responsible for controlling Safety aspects of Mines in India. Through Various Circulars in the past, DGMS directed Equipment users for purchase of equipment which meet safety features introduced by DGMS time to time. DGMS is now very serious in users adhere to the directives, and asked to incorporate such requirements in their Inquiries / Tenders, OR face disciplinary action leading to imposing of section 22 of The Mines Act, 1952.( stoppage of Dump truck operations ).

6 DGMS Safety Requirements
(1) Status / Dump Trucks Phase I - 25 Safety Requirements Phase II - 12 Safety Requirements Many items in DGMS will be included in the Indian Standards. HD785-7 HD465-7E0

7 DGMS Safety Requirements
(2) Status / Other Models (H/E, WL, MG, BD etc.)

8 13.3 Road Circulation Requirements / Certificates (CMVR)
CMVR : Central Motor Vehicle Rules TAC (Type Approval Certificate) Only the first time COP (Conformity Of Production) Test to be conducted once in every two years.

9 Noise Emission Regulation
1) Noise regulation draft was proposed by DGMS with difficult target. 2) OEMs made new proposal based on existing machine noise data, and accepted by BIS. - Dump Trucks, Hydraulic Excavators, Wheel Loaders, Bulldozers, Motor Graders – 3) Noise Regulation to be notified after CPCB approval. DGMS/BIS proposal OEMs noise guideline proposal Phase I (static operation) (01/04/ ) Phase II (dynamic operation) (01/04/ ) Environmental noise <85 dB at 15m Environmental Noise (by ISO6393-static) < A + B x log P dB(A) Environmental Noise (by ISO6395-dynamic) < A-3 + B x log P dB(A) -3dB Operator ear noise < 80 dB Applicable range : engine output < 500 kW (NET)(Environment) Operator ear noise (by ISO6394-static) < 90 dB(A) Operator ear noise (by ISO6396-dynamic) < 85 dB(A) -5dB Applicable range : All power range (Operator) A: fixed value according to a machine type, B: 11, P: Engine power-kW

10 Status of New Safety Regulations <CEMM Act 2017 by DHI>
13.4 Other Regulatory Issues Pending DHI Plans for Regulations and Testing Status of New Safety Regulations <CEMM Act 2017 by DHI> Why CEMM Act ? Safety Regulations to entire range of Earth Moving Machinery. - CMVR regulations are for on road machines only. - DGMS Regulations apply to Mining application machines. Status: Draft Rules & Regulations under preparation by iCEMA Tech. Panel for submission to DHI. On-Road Machines: To meet both CMVR & CEMM requirements. Off-Road Machines: To meet CEMM requirements ( ISO & DGMS requirements – Self Certification, maintenance of Technical Construction File ). * CEMM =Construction Earthmoving Mining Material handling

11 IS/ISO 20474 Under review work
Currently India adopted below standards with suitable modifications through BIS (ME07) List of Indian and ISO standards applicable for earthmoving constructions equipment sector: IS/ISO (Part 1 to 14)  Part 1: General requirements- ISO Part 2: Requirements for tractor-dozers- ISO Part 3: Requirements for loaders- ISO Part 4: Requirements for backhoe loaders- ISO Part 5: Requirements for hydraulic excavators- ISO Part 6: Requirements for dumpers- ISO Part 7: Requirements for scrapers Part 8: Requirements for graders Part 9: Requirements for pipe layers Part 10: Requirements for trenchers Part 11: Requirements for earth and landfill compactors Part 12: Requirements for cable excavators Part 13: Requirements for rollers Part 14: Information optional and regional provisions [Technical Specification]- ISO (Completed) 2014 (Discussion Completed) Under review work
