UNODC SURVEY IDB – CISALVA DIAGNOSTIC OBSERVATORIES DIAGNOSTIC SECURITY GENERATES SITUATION REPORTS FOR MISPA PROVIDES INPUTS FOR THE MEMBER STATES ENCOURAGES DEBATE WITH CIVIL SOCIETY AND ACADEMIA FACILITATES COORDINATION WITH IDB, PAHO, UNDP, UNODC AND OTHERS ois

The role…. Gather and organize various forms of information (documents, projects, statistics, events, legislation, public policies, etc.) Coordinate its action with the existing observatories and regional and national information centers. Promote horizontal transfer of experiences. Stimulate discussion at various levels on public policies, legislation. Strengthen existing observatories. Encourage establishment of observatories where arent any. Promote a regional information network.

Different types of observatories Local: some at the municipal level (Colombia) Nacional: (Uruguay) Subregional: (OCAVI) Regional (OIS)

Main objective Provide an opportunity for exchange of information on violence and crime that will facilitate the promotion of public policies for evaluation, reflection, development of initiatives, and establishment of standards and principles of good practices.

To do this, the OIS will: Have reliable, timely, and representative data Facilitate research Present situation analyses to the OAS policy organs

Audience of the OIS Ministerial meetings on security; Ministries of the member states that deal with security; Other areas of government of the member states; Civil society (NGOs, media, etc.); Academia and research centers; Other sectors and organs of the OAS Other international and regional organizations.

The UNODC survey (CTS) Since 1977 UNODC has gathered international data on crime In 2008, UNODC completed the tenth survey ( ); 14 OAS member countries replied Only 5 OAS member countries completed all of the tenth survey (Bolivia, Dominican Republic, El Salvador, Canada, and the United States)

Coordination with UNODC The UNODC survey has been adapted to the regions needs, with the participation of the OAS. The OIS/DSP will be the focal point for promoting the use of the surveys in the Americas, encouraging their completion, and then analyzing the results.

Strengthening of the system of regional indicators CISALVA – IDB is developing a set of standard indicators on security and social coexistence. Five countries recently helped define the indicators (Honduras, Peru, Ecuador, Colombia, and Dominican Republic), which are being field tested. Uruguay recently joined the group.

Stages for the first year Diagnostic of existing information and methodologies for collection and analysis on public security. Design of the OIS data model. Workshop with participation of experts from international institutions and specialized agencies to analyze the proposal.. Workshop of countries that responded to the UNODC survey to analyze data, propose adjustments, and design a new form, including an instruction manual. Launching of the first phase of the OAS with online databases of: – Indicators – Legislation – Public policies – International organizations, government agencies, and NGOs – Events

Stages for the second year Based on mandates from MISPA II and the OAS GA, do research on specific topics for analysis at the next MISPA. Encourage the establishment of national observatories in the countries of the region. Strengthen existing national observatories. Training workshops on indicators and statistical information for representatives of the Ministries of Security. Maintenance and ongoing updates of the databases. Implementation of communications strategy for dissemination of information produced (website, executive summaries, alerts, analyses, studies, etc.). Preparation and distribution of periodic e-bulletin. Evaluation.
