4 The origin of SICREMI In October 2007, the OAS Permanent Council established the Special Committee on Migration (today Committee on Migration Issues)in order to analyze migration issues and flows from an integral perspective The idea to develop an information system on international migration for the Americas following the SOPEMI model of the OECD (exists since mid 1970s) emanated from a meeting of Secretaries General of the OAS and the OECD. The OECD contributed with its methodology and the OAS developed the system in response to the interest expressed by Member States for timely information on migration trends in the hemisphere, given the importance of the phenomenon in the region and the consequent need to develop policies and programs to manage migration based on empirical evidence.

How it works ? Network of National Correspondents Appointed by the Governments, they are responsible for the preparation of the National Report according to the information requested by the team SICREMI (OAS / OECD) • What it is A group of experts that provides data and information on national movements and policies and these are exchanged among countries. A forum where migration issues are discussed in a neutral, dispassionate manner • What it is not A platform for political statements on migration movements and policy or for preparing declarations of official government policy. 7 National Report Each Member State produces a National Report.
1. Section I. Historical Summary 2. Section II. Regulatory framework and policies for migration 3. Section III. Statistics Each country determines the best way to organize the work for the preparation of the national report, which often involves several agencies that provide information, usually the immigration offices, the national statistics institutes and the Ministry of Foreign Affairs. The information in each national report is integrated into the report "International Migration in the Americas”

8 The 2016 Project Evaluation-Findings
The SICREMI program responds to specific information and analysis needs given the growth of migratory flows in the Americas. The SICREMI program reflects the priorities of the OAS with regard to promoting generation of public policies based on evidence, and specifically on migration. Each phase of SICREMI program has achieved its goals regarding publication of national and regional reports, although the number of participating countries and the periodicity of the reports have had to be modified. The objectives of capacity building of national correspondents at the individual and institutional levels has been weak, despite the fact that there are indications of institutional capacity building in some cases.

9 The 2016 Project Evaluation
Findings and Recommendations The sustainability of SICREMI's activities depends in part on ensuring the necessary funding for each phase. Recommendation: SEDI-OAS and the SICREMI team should develop a communication and dissemination strategy aimed at the desired users in the field of public policy formulation on migration, in order to adapt SICREMI products to make them more accessible and more useful Recommendation: SEDI-OEA and the SICREMI team should develop a project sustainability strategy to ensure, on the one hand, the availability of financial resources and, on the other, the institutionalization of acquired skills in data collection and analysis.

12 To encourage member states to join the Continuous Reporting System on
General Assembly Resolution AG/RES (XLVI-O/16) , June 14, 2016) ADVANCING HEMISPHERIC INITIATIVES ON INTEGRAL DEVELOPMENT CAPACITY BUILDING To promote the continuous exchange of information and good practices among member states in relation to migration and implementation of public policies for addressing and managing the issue. To encourage member states to join the Continuous Reporting System on International Migration for the Americas (SICREMI) in order to help improve information and knowledge about migration flows and trends in the Americas, and to request the Secretariat for Access to Rights and Equity to keep the CAM informed about the System’s financial sustainability, with a view to ensuring its continuity.

13 MILEX MILEX compiles the essential components of national and international legal frameworks related to migration in the Americas. The database facilitates access to the official legislative documents, programs and policies of the OASMember Countries. Launched on 2011.Last updated 2015, needs to be founded, USD
