Session One – Airspace Allocation and Use NextGen IAOPA World Assembly September 2011 Stellenbosch, South Africa

In-flight Services Offer GA Increased Safety In Cockpit TrafficIn Cockpit Weather

A typical day in the system….. N4GA departure from BIL to FDK – cleared direct and climb to FL450 N4GA departure from FDK to DAB – 400 lbs of fuel to spiral over top FDK

Guiding Principles Do No Harm Ensure Access and Equity are Part of Any Plans Going Forward Design Airspace for All Users Avoid Mandates Wherever Possible

Remain Supportive and Optimistic AOPA has long been a proponent of a Satellite based navigation system –Since the early 90’s –AOPA members adopted GPS because of a proven benefit When examining, look at our core member –75% of 415,000 flew less than 125 hours last year Average Piston Fleet Age 2005 –36.5 Years Average Piston Fleet Age 2008 –42.25 Years

2011 NextGen Survey GPS Use The majority of respondents use an advanced panel mounted GPS unit, capable of instrument navigation.  Just 10% do not use a GPS Most respondents did not have any GPS failures within the last 18 months (73%)  Average of 0.65 failures per respondent in the last 18 months 50% of respondents have a WAAS equipped GPS 6 Approximately how many times has your GPS failed or lost signal over the last 18 months? What do you use for GPS navigation?

2011 NextGen Survey Equipage Plan 34% of aircraft owner respondents stated that they don’t plan to equip for ADS-B. 22% plan to equip between 2012 and 2014 Cost of equipping was a high concern with aircraft owners. 32% of aircraft owners stated a change in the cost of avionics units would make them want to equip with ADS- B sooner  An additional 24% stated the cost of avionics installation/certification would influence equipage timing 7 When do you anticipate equipping your aircraft for ADS-B? Which of the following options would most likely make you want to equip with ADS-B sooner?

2011 NextGen Survey GPS Use The majority of respondents use an advanced panel mounted GPS unit, capable of instrument navigation.  Just 10% do not use a GPS Most respondents did not have any GPS failures within the last 18 months (73%)  Average of 0.65 failures per respondent in the last 18 months 50% of respondents have a WAAS equipped GPS 8 Approximately how many times has your GPS failed or lost signal over the last 18 months? What do you use for GPS navigation?

2011 NextGen Survey Funding Methods Respondents were most interested in partial grants and tax breaks as funding options for NextGen.  Only 5% were very interested in a rental program option 9 Mean (scale of 4) How interested would you be in the following funding methods for NextGen?

RNAV Routes Through Terminal Airspace Improve Safety Improve Access Improve Efficiency

WAAS vs. ILS Improves Safety Cheaper than ILS Brings All Weather Capability to low volume Airports

Airports with WAAS LPV/LP Instrument Approaches As of December 15th, LP/LPVs combined - 2,746 LPVs serving 1,398 Airports - 1,755 LPVs to Non-ILS Runways LPVs to ILS runways - 1,164 LPVs to Non-ILS Airports LPs serving 169 Airports LPs to Non-ILS Runway - 4 LPs to ILS Runways

Safety Implications of Airspace Changes done wrong
