Familiarization with the 2010 Manila Amendments Regulation Provision III/1 Mandatory minimum requirements for certification of officers in charge of an engineering watch in a manned engine-room or designated duty engineers in a periodically unmanned engine-room 1 2.2 Now refers to “certificate of competency” Workshop skills and approved seagoing service of not less than 12 months as part of approved training program meeting requirements of section A-III/1, documented in an approved training record book, or combined workshop skills training and approved seagoing service of not less than 36 months, not less than 30 months must be in engine department nb. Familiarization with the 2010 Manila Amendments Regulation Provision III/5 New (cont) Mandatory minimum requirements for certification of ratings as able seafarer engine in a manned engine-room or designated to perform duties in a periodically unmanned engine-room 3 Every Party shall compare the standards for rating in the engine department for certificates issued before 1 January 2012 to those required by section A-III/5 and determine if personnel are required to update their qualifications 4 Not less than 12 months seagoing service in a relevant capacity in the preceding 60 months preceding the entry into force of III/5 to meet requirements New Regulation As a result of ILO working toward the Consolidated Maritime Labour Convention (MLC) IMO was tasked with replacing the ILO Able Seafarer Convention. Not required as part of manning under SOLAS Reg V/14 but if provided, must be qualified accordingly ILO Convention = ILO Certification of Able Seaman Convention, 1946 (no.74) January 2011 Maritime Training & Human Element Section IMO

Familiarization with the 2010 Manila Amendments Regulation Provision III/6 New Mandatory minimum requirements for certification of electro-technical officers 1 2 Every electro-technical officer serving on vessels of 750kW or more shall hold a certificate of competency Every candidate for certification shall: Be not less than 18 years of age Have completed at least 12 months of workshop skills and approved seagoing service, of which not less than 6 months seagoing service as part of approved training program, meets the requirements of section A-III/6 and is documented in an approved training record book, OR not less than 36 months of combined workshop skills and approved seagoing service, of which not less than 30 months of seagoing service in the engine department January 2011 Maritime Training & Human Element Section IMO

Familiarization with the 2010 Manila Amendments Regulation Provision III/6 New Mandatory minimum requirements for certification of electro-technical officer 2.3 2.4 Have completed approved education and training and meet the standards of competence in section A-III/6 Meet standards of : section A-VI/1, paragraph 2; section A-VI/2, paragraphs 1 to 4; section A-VI/3, paragraphs 1 to 4; section A-VI/4, paragraphs 1 to 3 3 4 5 Every Party shall compare the standards of competence for electro-technical officer certificates issued before 01.01.2012 to those required by section A-III/6 and determine the need for personnel to update their qualifications 12 months seagoing service in a relevant capacity in the preceding 60 months and meeting the standards of competence may meet requirements Notwithstanding the above (1-4), a suitably qualified person may be able to perform certain functions of section A-III/6 New Regulation As a result of ILO working toward the Consolidated Maritime Labour Convention (MLC), IMO was tasked with replacing the ILO Able Seafarer Convention Not required as part of manning under SOLAS Regulation V/14 but if provided, must be qualified accordingly ILO Convention = ILO Certification of Able Seaman Convention, 1946 (no.74) January 2011 Maritime Training & Human Element Section IMO

Familiarization with the 2010 Manila Amendments Section Provision A-III/6 New Mandatory minimum requirements for certification of electro-technical officer 1 Education and training required by paragraph 2.3 of regulation III/6 shall include training in electronic and electrical workshop skills 2 .1 .2 .3 Shall follow an approved program of onboard training which: Ensures systematic training and experience; Is closely supervised and monitored; and Is adequately documented in a training record book January 2011 Maritime Training & Human Element Section IMO
