Regulation Provision II/1 Mandatory minimum requirements for certification of officers in charge of a navigational watch on ships of 500 gross tonnage or more 1 New paragraph 2.6 Now refers to “certificate of competency” Every candidate for certification shall meet the standard of competence specified in: section A-VI/1, paragraph 2 section A-VI/2, paragraphs 1 to 4 section A-VI/3, paragraphs 1 to 4 and section A-VI/4, paragraphs 1 to 3 1 Now refers to “certificate of competency” (refer back to definitions) and carried throughout where appropriate 2.6 This provision was provided in attempt to clarify that a holder of a certificate of competency under II/1 has already met the necessary requirements under Chapter 6 and therefore would not necessarily have to produce these supporting documents for Port State Control purposes. Regulation Provision II/5 New Mandatory minimum requirements for certification of ratings as able seafarer deck 1 Every able seafarer deck serving on a ship of 500 gross tonnage or more shall be duly certificated 2 .1 .2 .3 .3.1 .3. 2 .4 Every candidate for certification shall: be not less than 18 years of age meet the requirements of regulation II/4 whilst qualified under II/4 have approved seagoing service in the deck department of: Not less than 18 months, or Not less than 12 months and have completed approved training meet the competence of section A-II/5 New Regulation As a result of ILO working toward the Consolidated Maritime Labour Convention (MLC), IMO was tasked with replacing the provisions of the ILO Able Seafarer Convention. Regulation Provision II/5 New Mandatory minimum requirements for certification of ratings as able seafarer deck 3 4 Each Party shall compare the standards for Able Seaman certificates to those of section A-II/5 and determine if personnel are required to update their qualifications Until 1 January 2012, a Party may continue to issue Able Seaman certificates in accordance with ILO Convention No.74 5 6 Until 1 January 2017, a Party may continue to renew and revalidate certificates and endorsements 12 months seagoing service in a relevant capacity in preceding 60 months may meet requirements New Regulation As a result of ILO working toward the Consolidated Maritime Labour Convention (MLC), IMO was tasked with replacing the ILO Able Seafarer Convention.
