Thai and Lao experience on South - South cooperation in the context of emergency medicine Dr. Prachaksvich Lebnak, MD.

UNFPA and Royal Thai Government (RTG) started the collaboration under South-South Cooperation in 1972 Key Areas of Cooperation – Agriculture Development -- > help people to have enough to eat – Education -- > help people to have better skill – Health Care (especially life-threatening communicable diseases eg. HIV/AIDS, Malaria, Avian Flu) -- > help people to live well Cooperation Program – Thai International Cooperation Program – Partnership Program/Trilateral Program (with Japan, Australia, Luxembourg, France, Singapore, Germany, UNDP, UNICEF, UNFPA,ESCAP) South - South cooperation background

Collaboration Project in Developing Network on Road Safety Lao PDR & Thailand at the beginning of Decade of Action Thai Health Promotion Foundation coordinated by Southeast Asia Tobacco Control Alliance (SEATCA) organized Consultation Meeting on Lao – Thai Collaboration Programs for Health on June 28, 2011 in Vientiane, Lao PDR aiming at collaboration in 4 areas of health promotion: – Alcohol control – Tobacco control – Road safety – Community strengthening Emergency medical system collaboration (Thai – Lao PDR)

General Objectives: 1.To increase capacity of medical and public health personnel of Lao PDR in EMS system development. 2.To build up capacity of medical and public health personnel in information system management for reducing road crash injury 3.To learn and exchange experience in injury reduction of road safety network according to the five pillars of UN Decade of Action. Emergency medical system collaboration (Thai – Lao PDR)

Specific Objectives : 1.To set up EMS team in basic and professional levels as well as to set up EMS team model in Vientiane. 2.To set up injury surveillance system for road accident of a hospital in order to link other information network in Vientiane. 3.To set up multi-professional road safety network in Vientiane whose objective is to reduce injuries and fatalities from road accidents by managing risk based on information and lesson learned. Duration : September 2011 – October 2012 Process for EMS development 1.Situation analysis before setting up EMS system. 2.Train the Trainers aiming at developing to be Professional EMS team, EMS Management Center and training model for basic EMS. 3.Study trip for setting up EMS Center at EMS Unit in several levels of Thailand. 4.Planning meetings for setting up EMS system in Vientiane. 5.Experiment of setting up EMS call center and EMS Unit in basic and professional level in Vientiane 6.Meeting for evaluation and lesson-learned Emergency medical system collaboration (Thai – Lao PDR)
