East Riding of Yorkshire Council County Hall Beverley East Riding of Yorkshire HU17 9BA Telephone Design principle 1 Schools (and PRUs) make a formal (written) commitment which articulates their shared vision that all pupils are the collective responsibility of the partnership and they will intervene early with pupils at risk of exclusion and persistent absence, to improve behaviour and attendance and improve outcomes for all pupils. Close working with parents Protocol sets out: -shared vision -operational management / leadership arrangements -responsibilities and accountabilities of each school and partnership collectively for all pupils -performance management and shared targets -parents / pupils complaints / redress arrangements -dispute resolution Schools need to work with other local educational institutions to manage transition

Schools work with the LA to provide school places Schools agree Fair Access and managed moves protocols Schools exchange information about pupils moving between schools Protocols are monitored and reviewed regularly to ensure that they are effective and that unofficial exclusions are avoided

Compact between LA and partnership details resources, funding, responsibilities and accountabilities – and in particular involvement of PRUs Funding devolved by LA according to agreed local formula – with expectation that it should be linked to partnerships meeting design principles LA monitors performance of partnerships – light touch for strong performers and intervention where necessary Schools commission necessary mix of in-school and out-of-school support and provision from public (including PRUs), private and voluntary sectors Using robust commissioning arrangements Need assurance that provision is good quality and represents value for money Exchange information with providers about pupils

Reduction in persistent low level disruption in the classroom leading to better standards of learning and to improved perceptions about behaviour in schools. Reduction in persistent absence. Better educational attainment and personal development for pupils with challenging behaviour and attendance.

Reduction in stress-related absences by school staff and numbers leaving the profession early. Reduction in the level of NEET among 16 – 18 year olds, especially for young people among the at risk categories.

In order to achieve this aim, develop capacity and ensure the sustainability of the partnership to meet agreed partnership targets ALL members of the partnership will work together to: 1.Share good practice to develop greater levels of consistency across partnership schools in order to facilitate inclusion, and improve attendance and behaviour. 2.Share relevant data including attendance and fixed term and permanent exclusions as a basis for establishing benchmarks and targets. 3.Facilitate the collaboration of skilled practitioners who can produce solutions to specific issues that will be to the benefit of all East Riding Schools. 4.Follow protocols agreed by the partnership including protocols for managed transfers, admissions for hard to place children and recording and reporting attendance. 5.Contribute towards the partnerships approach for 6th day provision for excluded students. 6.Enable schools to make the best use of outside agencies to support work done with pupils who are at risk. 7.Facilitate the equitable distribution of support agency resources to improve behaviour and attendance.
