MINISTRY OF HEALTH OF THE REPUBLIC OF INDONESIA THE 2 ND WORKSHOP OF ASEAN FOCAL POINT ON HIA “CONSTRUCTING A CARING AND SHARING COMMUNITY: ROLES OF HIA” OCTOBER 4-6, 2012, BANGKOK, THAILAND Propose Ways to Integrate HIA in ASEAN

ASEAN Cooperation on HIA according to the 7th SOMHD (March 2012, Cebu, Philippines) ASEAN has designated focal points from 10 ASEAN Member States Thailand as a lead country SOMHD agreed on the HIA framework and noted the inter-sectoral nature of cooperation needed to implement the activities The TOR of AFPHIA should provide internal coordination mechanism for implementation of the identified activities under the framework. The TOR does not specify the creation of a new subsidiary body under SOMHD. In this regard, the TOR should be revised appropriately. There was a First workshop “Understanding Health Impact Assessment: A Foundation for the Well-being of the ASEAN Community”, February 2012 in Phuket, Thailand as a media for sharing informations and experiences among ASEAN Member States

ASEAN Socio Cultural Community Blueprint (1) There are some actions which addressing issue related to the Health Impact Assessment, such as: Element B.4: Access to healthcare and promotion of healthy life styles - Action (v): Enhance awareness on the impact of regional/global trade policies and economic integration on health and develop possible strategies to mitigate their negative impacts through regional workshops and seminars, advocacy, sharing of studies and technical documents; - Action (xxiv): Promote the exchange of experiences among ASEAN Member States on public health policy formulation and management.

ASEAN Socio Cultural Community Blueprint (2) Element B.5: Improving capability to control communicable diseases - Action (ix): Strengthen cooperation through sharing of information and experiences to prevent and control infectious diseases related to global warming, climate change, natural and man-made disasters; - Action (x): To tackle the issues of clean water, hygiene, sanitation and waste management that have implications on infectious diseases

ASEAN Socio Cultural Community Blueprint (3) Close connection with Element B.7: Building disaster-resilient nations and safer communities, such as: - Action (iii): Institutionalise capacity building programmes in areas of priority concern of Member States by the year 2015, and promote technical cooperation, joint research and networking to increase the capacity and capability of Member States in responding to disasters and reducing losses from disasters;

Propose Ways (Recommendations) HIA has integrated in ASEAN through ASEAN Focal Point of HIA as a part of health cooperation, with leadership of lead country (Thailand) The communication among Focal Points should be strengthen and expanded Revise the TOR Identify activities to operationalize Framework on HIA. The activities can be adjusted with ASCC Blueprint’s actions Strengthen cooperation in sharing information and best practices and build networking, such as with AHA Center in relation to disaster management and respons in health

ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Center) ASEAN has established AHA Center to facilitate cooperation and coordination among ASEAN Member States and with relevant UN agencies and international organisation, based in Jakarta The agreement on the establishment of the AHA Center has been signed at the 19th ASEAN Summit in 2011 in Bali, Indonesia The AHA Centre shall work on the basis that the Party will act first to manage and respond to disasters. In the event that the Party requires assistance to cope with such situation, in addition to direct request to any Assisting Entity, it may seek assistance from the AHA centre to facilitate such request
