National Communication of non Annex I Parities is one of the most highlighted issues of this Seminar.

AP-net are officially registered as TYPE 2 Projects of WSSD. AP-net is a web-site to provide information related to climate change policy including National Communications in the Asia-Pacific region. http://www.ap-net.org

6 Apr, 2003 UNFCCC Workshop on the use of the guidelines for the preparation of National Communications from non-Annex I Parties Ministry of the Environment, Japan For information needs (2) : Scientific Information APEIS Asia Pacific Environmental Innovation Strategy Project (APEIS) is registered as a WSSD type2 project. The main objective of APEIS is to provide policy-makers in the Asia-Pacific region with scientific knowledge-based tools and innovative strategy options for policy formulation to achieve sustainable development. Three sub-projects including integrated monitoring, integrated assessment and research on strategy options are ongoing.

Network for Asia Pacific to Improve (GHG) Inventories Database(NAPIID), which was a network of individual experts funded by Japanese Government, made elaborate activities to improve the database of activity data and emission factors in Asia-Pacific region. Japan assist developing countries to improve data related to GHG Inventory under framework of APN.

8 Apr, 2003 UNFCCC Workshop on the use of the guidelines for the preparation of National Communications from non-Annex I Parties Ministry of the Environment, Japan For information needs (4) : Adaptation Studies of issues in South Pacific Island region Cooperative Study since FY1999 to explore the needs for cooperation relating to responses to global warming. Resource book for policy and decision makers, educators, and other stakeholders titled ‘Climate and Sea-level variability and change in Pacific Island region’ is being prepared for publication in cooperation with SPREP. This resource book will be circulated at PIF summit in May.

9 Apr, 2003 UNFCCC Workshop on the use of the guidelines for the preparation of National Communications from non-Annex I Parties Ministry of the Environment, Japan For Developing Human Resources(1) : Policy Makers & Experts JICA activities Over 6,400 people have received climate change – related training since 1998 to 2001 through training courses both in Japan and developing countries, and by the experts dispatched. For both policy makers & technical experts, appropriate training course is offered by Japan International Cooperation Agency (JICA). e.g. :‘Strategy on Climate Change and Development of National Inventories’ course :‘Technology for GHG Emission Mitigation’ course

10 Apr, 2003 UNFCCC Workshop on the use of the guidelines for the preparation of National Communications from non-Annex I Parties Ministry of the Environment, Japan JICA dispatch Experts not only to provide technical assistance and transfer the skills but also to enhance institutional capacity for promoting climate change policy. e.g. Indonesia, Philippine, Vietnam Dispatched experts make proposals, based on Japan’s experience, in line with the conditions applying in individual countries. 11 Apr, 2003 UNFCCC Workshop on the use of the guidelines for the preparation of National Communications from non-Annex I Parties Ministry of the Environment, Japan For Developing Human Resources(3) : Scientists APN CAPaBLE Program Asia-Pacific Network for Global Change Research(APN) has launched scientific capacity building program (CAPaBLE), registered as a WSSD Type2 project, in March 2003. CAPaBLE program aims at capacity building for young/aspiring scientists and capacity enhancement for experienced leading scientists in developing countries focusing on climate change. Under this program, following comprehensive research on climate change will be promoted. 1 Impact and adaptations 2 Mitigation and sustainable development

12 Apr, 2003 UNFCCC Workshop on the use of the guidelines for the preparation of National Communications from non-Annex I Parties Ministry of the Environment, Japan Financial Cooperation Japan has been made continuous contribution to GEF. GEF 3 rd Phase started 2.2 billion US$ newly funds, of which Japan contributed 420 million US$. Japan made financial cooperation through various channels, such as APN, APEIS projects.
