Environmental Concerns Disasters & Security Threats The world is connected: economically, socially and technically. To be successful, Governments must plan and manage local issues in connection with global trends….. Technology For governments, this means taking a stronger leadership role in leading in the face of complex challenges, of which many have global implications, and making the world a better place and smarter planet. As government leaders look to develop strategies for change… those strategies must align with existing realities… drivers (listed on chart), constraints, aspirations… that were identified through a recent Government 2020 Research Report… and the call for a new imperative… ‘Managing within the current global financial and economic crisis in a way that begins to solve the above challenges and lay a foundation to build a better future.’ Why must we get smarter? Because we can: the technology is both available and affordable. Because we must: the shocks we’ve seen to so many systems show that the current approaches aren’t sustainable. And because we want to. Smarter Government: Smart Social Services Alameda County, CA Captures fragmented data and matches clients across programs. Helps improve program outcomes, reduce fraud and cost. US Social Security Administration Saved expenses by $1Billion between 2001-2006 and reduced the approval for disability benefits to about 10 days instead of the 3-4 months! Just as private enterprises have rediscovered their mission and business model by returning to a focus on customers, cities around the world are finding success in reorienting their structures, information technology and policies around the citizens they serve. Smarter Government: Smarter Transportation Stockholm implemented an intelligent toll system in the city center, that reduced traffic by 20%, emissions by 40% and created 40,000 additional users of the public transportation system. Singapore Land Transport Authority implemented smart cards to be used to pay for buses, trains, taxis, road- use charging and parking, to encourage citizens to use multiple modes of transportation and reduce impact on the environment. Smart traffic isn't yet the norm—but it's not some far-off vision of tomorrow. In many places, IBM is helping to make it happen today. Here are a few examples of smarter transportation transformations—the Swedish Road Administration initiative in Stockholm, and a multiple modal transportation system in Singapore: Stockholm – Swedish Road Administration: http://w3-01.ibm.com/sales/ssi/cgi-bin/ssialias?infotype=CR&subtype=NA&htmlfid=0GLOS-6A9FHE&appname=crmd The system is based on RFID technology. A small RFID transponder, or on-board unit, is placed inside citizens' vehicles. Defined toll points along roads coming into and going out of the city feature both sensors that read the vehicles' transponders and mounted cameras that use optical character readers technology developed by IBM Research Services to detect the license plate numbers of vehicles without transponders. Citizens with transponders can register for the program and pay for each passage via automatic payments or the Internet. Citizens without on-board units pay at a manual service point. Using a fiber network, the system connects all of the toll points to a central data system that IBM designed and built using IBM WebSphere and SAP software as well as various middleware components such as IBM WebSphere MQ and IBM WebSphere Business Integration technology. IBM hosts and runs this central IT system. Singapore Land Transport Authority: http://w3-01.ibm.com/sales/ssi/cgi-bin/ssialias?infotype=CR&subtype=NA&htmlfid=0GLOS-7SGQGU&appname=crmd#adddetails With Singapore’s population growing, the Singapore Land Transport Authority (LTA) needed a way to head off traffic congestion and maintain its world-class business climate. Even in a part of the world known for its brisk growth, Singapore stands out as a beacon of economic vitality. The island nation has achieved one of the world’s highest per capita incomes despite having virtually no natural resources. Singapore's most important resources are its people, including a government committed to keeping the company a magnet for foreign investment. With nearly 5 million people sharing an island smaller than New York City, Singapore's faces a continuing challenge in managing the impacts of its high population density, especially traffic congestion. Its record has been stellar. As a result of heavy investment in its public transportation infrastructure—including the deployment of the world's first congestion charging system—Singapore has created one of the most modern, affordable and heavily used public transport networks in the world, with nearly 3 million people riding the bus and 1.6 million people riding the train on any given day. 9 9

Smarter Government: Smarter Water The Dutch Ministry of Public Works and Water Management implemented a remote, continuous and real-time monitoring of the levees that protect country from flooding conditions. Ireland Marine Institute implemented a network of buoys, seafloor cables and other infrastructure to create real-time analytics. By 2050, nearly three quarters of our planet’s population will live in cities. Public safety will be a key factor in determining which city they choose. IBM is collaborating with clients around the world, and building in methods to protect citizens' privacy… for example, blurring individuals' faces unless an incident is detected—at which point the authorized police personnel can enter a code to see the complete image. For all cities and regions competing in the global marketplace for work, investment and talent, safety and security are crucial factors in determining overall quality of life. Which is why smarter public safety isn't just a responsibility of the state, it's also a priority for the success of businesses, communities and civil society at large. Here are but a few examples of smart transformations in public safety: New York City Police Department Crime Information Warehouse: http://w3-01.ibm.com/sales/ssi/cgi-bin/ssialias?infotype=CR&subtype=NA&htmlfid=0GLOS-6PEQQH&appname=crmd NYC is now one of the safest large cities in the United States. The country’s largest police department recognized that to more effectively solve and prevent crimes, it needed to provide information to key users—from precinct detectives to crime analysts to department leadership—more holistically, thus strengthening their ability to synthesize various bits of information into actionable intelligence. To frame and execute its transformation strategy, NYPD engaged IBM Global Business Services. The solution, known as the Crime Information Warehouse (CIW), provides a single, easy-to-use point of access to data on virtually all crimes committed in NY's five boroughs. The CIW solution provides the information foundation for the NYPD's state-of-the-art Real Time Crime Center. Using business intelligence software from IBM Business Partner Cognos along with GIS mapping and visualization tools, officers and analysts in the center can detect crime patterns as they are forming, enabling precinct commanders to take proactive measures to keep ahead of these trends—and head off spikes in criminal activity. - Support for more proactive policing tactics by virtue of an ability to see crime trends as they are happening - Faster and higher rate of case-closing through more efficient gathering and analysis of crime-related data - Reports that could take weeks or months are now available instantly Emergency Response Madrid, Spain: Today, smarter technology helps the city of Madrid’s Emergency Response Center receive information about an emergency from several different sources. It can assign the right resources based according to the requirements coming from the ground. Public security and emergency services work side by side in a single state of the art complex while a computer application informs staff about the resources available at any given moment. Smarter Public Safety Smarter Borders Smarter Defense US Govt implemented the Global Entry Program to facilitate the entry of pre-approved U.S. citizens & permanent residents. It allows frequent international travelers access an automated kiosk to clear passport control, and provides an expedited exit lane, saving time for customs official. German Federal Armed Force: Outsourced nonmilitary IT technology of the German Federal Armed Forces to modernize and centralize the IT system for one of Europe's largest military forces. The NYPD Crime Information Warehouse gives officers mobile access to more than 120 million criminal complaints, and 5 million criminal records — resulting in a 27% reduction in crime.
