Project Purpose & Need Purpose of project is to enhance safety and traffic capacity within the corridor Construct a full cloverleaf interchange with roads on Lloyd Expressway at U.S. 41 Eliminate at-grade intersections and traffic signals on Lloyd Expressway at U.S. 41 The primary need for this improvement is due to the following factors; Delays on Lloyd Expressway caused by the signalized intersections at two ramp junctions Number of traffic accidents experienced at or near the ramp junction intersections

Proposed Project US 41 Pavement Replacement Bridge Replacement Lane assignments will remain as existing 2-Through Lanes each direction on south leg 3-Through Lanes each direction on north leg SR 62/66 (Lloyd Expressway) Pavement Replacement Lane assignments will remain as existing 3-Through Lanes each direction Collector-Distributor Roads added Connector and Loop Ramps in each quadrant

Proposed Project Division St/Canal St relocated to accommodate the westbound collector-distributor road. Drainage: Western portion drains to existing 72” sewer Eastern portion will drain through a new storm sewer to the existing 96” sewer at Weinbach Ave. Pedestrian Path and new pedestrian bridge to be constructed along east side of project.

Real Estate Acquisition Process Explanation of the process of buying property needed for roadway improvement projects

Real Estate Acquisition Process Uniform Act of 1970 as amended by the Uniform Relocation Act of 1987 All federal, state, and local governments must comply with established standards Acquisition Process Appraisals Review Appraisals Negotiations Requires just compensation

Barrier abatement was determined to be feasible in the southeast and southwest quadrants, and not feasible in the northeast and northwest quadrants. A survey was distributed to all affected property owners. Of the receivers surveyed for all quadrants 46%, less than the majority (50%+1), favored the construction of barrier walls. The survey results were also evaluated by quadrant. In the southwest quadrant, 80% of the receivers surveyed indicated they favored barrier walls. Noise barrier walls were considered to be reasonable only for the southwest quadrant. No other noise mitigation is reasonable or feasible for the project. Noise Analysis Noise Analysis was conducted in accordance with Indiana Department of Transportation (INDOT) Traffic Noise Policy

Maintenance Of Traffic  The project will be constructed under traffic on both US 41 and SR 62/66.  Traffic will be maintained by phasing construction.  Access to all interchange ramps shall be maintained at all times during construction.  Access to businesses along relocated Division/Canal Street shall be maintained at all times during construction of that segment.
