Emerging Federal Policies for Asset Management Managing Digital Assets Strategic Issues for Research Libraries October 28, 2005 Prue Adler Associate Executive Director Federal Relations and Information Policy Association of Research Librarieswww.arl.org A R LA R L

A collaboratory is "a center without walls, in which the nation's researchers can perform their research without regard to geographical location – interacting with colleagues, accessing instrumentation, sharing data and computational resources, [and] accessing information in digital libraries." Bill Wulf, National Science Foundation Emerging Federal Policies for Asset Management

“E-science is universal desktop access, via the Internet, to distributed resources, global collaboration, and the intellectual, analytical and investigative output of the world's scientific community.” “Publicly funded research data should be openly available to the maximum extent possible.” Organisation for Economic Cooperation and Development, "Promoting Access to Public Research Data for Scientific, Economic and Social Development," March 2003 Emerging Federal Policies for Asset Management

"A general problem prevalent among all scientific disciplines is the low priority attached to data management and preservation by most agencies. Experience indicates that new research projects tend to get much more attention than the handling of data from old ones, even though the payoff from optimal utilization of existing data may be greater." "The value of scientific data lies in their use. Meaningful access to data, therefore, merits as much attention as acquisition and preservation." National Research Council, "Preserving Scientific Data on Our Physical Universe," Emerging Federal Policies for Asset Management

New Themes - E-Science/Collaboratory Strengthen the economic competitiveness of a nation's scientific enterprise. Advance science while strengthening other national interests including targeted R&D Provide for better management of research investments while maintaining a central archive Provide enhanced public access The National Consultation on Access to Scientific Research Data or NCASRD Emerging Federal Policies for Asset Management

Two areas requiring special agency attention and focus through the NSTC are Federal scientific collections and R&D assessment. Agencies should assess the priorities for and stewardship of Federal scientific collections, which play an important role in public health and safety, homeland security, trade and economic development, medical research, and environmental monitoring. Agencies should develop a coordinated strategic plan to identify, maintain and use Federal collections and to further collections research. Determining the effectiveness of Federal science policy requires an understanding of the complex linkages between R&D investments and economic and other variables that lead to innovation, competitiveness, and societal benefits. From: Administration Research and Development Budget Priorities, July 8, 2005 OMB/OSTP - FY 2007 Emerging Federal Policies for Asset Management

Goals  Evaluate the state of scientific collections, at, supported or used by US Federal agencies;  Coordinate collection activities across the Federal agencies, including museum collections; and  Increase government and public awareness of the importance and uses of collections. Working Group on Scientific Collections Emerging Federal Policies for Asset Management

Summary of Research Conclusions Meteorology Conclusions In Europe, there is little commercial meteorology or weather risk management activity because most European governments do not have open access policies resulting in data not being readily, economically and efficiently available. Since the size of the US and EU economies are approximately the same, there is no reason for the European market not to grow to US size with the accompanying revenue generation and job growth A significant contributor to the disparities in weather risk management activity is the difference in information policies between Europe and the United States. From: "Borders in Cyberspace: Conflicting Public Sector Information Policies and Their Economic Impact,” Peter Weiss, National Oceanic & Atmospheric Administration, January Borders in Cyberspace… Emerging Federal Policies for Asset Management

NIH Statement on Sharing Research Data Data sharing is essential for expedited translation of research results into knowledge, products and procedures to improve human health. All investigator-initiated applications with direct costs greater than $500,000 in any single year will be expected to address data sharing in their application. February 26, NIH Statement on Sharing Research Data Emerging Federal Policies for Asset Management

Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research NIH-funded investigators are requested to submit an electronic version of the author's final manuscript upon acceptance for publication, resulting from research supported in whole or in part, with direct cost from NIH. Electronic submission is made directly to the NLM's Pub Med Central (PMC) digital repository of full-text, peer-reviewed, biomedical, behavioral and clinical research journals. At the time of submission, the author specifies the timing of the posting for public accessibility. NIH strongly encourages authors to post for public accessibility as soon as possible and within 12 months. NIH Policy Emerging Federal Policies for Asset Management

ACCESS: Provide electronic access to NIH funded research publications for patients, families, health professionals, teachers, and students. ARCHIVE: Keep a central archive of NIH funded research publications - preserving the record of medical research and information. ADVANCE SCIENCE: Advance science by creating an information resource that will make it easier for scientists to mine medical research publications and for NIH to better manage its research investment. Policy Goals Emerging Federal Policies for Asset Management

DOE needs a Department-wide data policy that recognizes life-cycle management as an integral part of research programs and projects. Emphasis on computational science Dependence upon the availability, accuracy and usability of data previously generated by scientists funded by DOE and other parts of the research enterprise The State of Data Management in the DOE Research and Development Complex, Report of the Meeting, "DOE Data Centers: Preparing for the Future, " July 14-15, Department of Energy Emerging Federal Policies for Asset Management

When should data be made available and to whom? How are data to be preserved and for what length of time? What documentation needs to accompany the data to assure validation? What types of funding mechanisms and infrastructure are needed to assure appropriate retention and access? DOE Questions Concerning Life Cycle Issues Emerging Federal Policies for Asset Management

All agency data policies are mission driven. Most federal agencies are grounded in an environment that presumes openness and lacks barriers to access based on federal law and regulation. Within the federal community, there is a strong understanding of the value of the public availability of data and of sharing and building on the work of others. It is important to understand the motivations/drivers of each agency. There is a pressing need to develop expertise in scientific informatics. A key to success will be changing cultural norms. These discussions provide important opportunities to significantly influence federal policy direction. Some Conclusions Emerging Federal Policies for Asset Management
