Implementation Opening Activity Implementation Considerations Implementation Activity

Opening Activity As a group, you will be given an ordinary daily task. As a group, brainstorm all of the steps in completing the task. You must reach consensus as a group regarding the steps and their order. Place your results on a flipchart.

Before Implementation Characteristics of Strategies Complexity, Cost Organizational Characteristics Appropriate Staffing Environment Community readiness Communication Issues

Before Implementation The Environment Smithtown, USA Wanted to implement a zero-tolerance policy Did not have buy-in from city officials, police, or community members Did not understand community norms around underage drinking Jonestown, USA Wanted to implement responsible beverage service (RBS) trainings Spent 1 year getting buy-in from liquor license holders in the community Found key leaders to talk about the importance of RBS

Beginning Implementation Mobilizing support Training Balancing fidelity and tailoring to fit local circumstances Process evaluation

Beginning Implementation Training and Process Evaluation Smithtown, USA Implementing CMCA No one doing one-on- one recruitment, member orientation, or follow-up Process evaluation found that only a small, non-representative group is consistently attending Action Team meetings Jonestown, USA Implementing CMCA Considerable time spent on 1x1 recruitment, orientation, and follow-up Process evaluation found that Action Team has active participation from 9 out of 12 targeted community sectors

Maintaining Efforts Technical assistance Administrative support Cost-effectiveness over time Evaluation and feedback

Maintaining Efforts Evaluation and Feedback Smithtown, USA Police Department adopted Maine Model Policy Evaluation showed no change in enforcement practices Found that the Policy was never communicated to officers and training was never provided. Jonestown, USA Provided RBS training for retailers Evaluation showed no improvement in compliance check ratings Found that due to high turnover rate, many clerks & servers never took the training

Implementation Activity 1.Review logic model 2.Record key inputs for strategies 3.Write out any questions that need to be addressed

Strategies Inputs/ Questions Consequence and Consumption Pattern Intervening Variables Example of a Community Logic Model Underage Drinking Social Access: Parents Retail Access Knowledge of Health Risks Communication: Media campaign and or describing the penalties for hosting Enforcement: Enforcing social host liability laws Education: Merchant Education Enforcement: Compliance Checks Communication: Social Marketing campaign targeted at youth perception of harm from alcohol Positive and effective relationship with press editor of paper, parent in the coalition What is our relationship with the new police chief? Have we worked with the courts/judges? Who has a relationship with the business community? We haven’t worked with businesses Active peer group trained in social marketing
