PRISM Federal Fiscal Year 2005 Year in Review

FY 2005 PRISM Activities Met FMCSA Goal 5 new States Entered into Grant Agreements: HI, ID, KS, TX and FL 42 States with Grants Now Current Status Pilot State Letter of Intent Grant Agreement

FY 2005 PRISM Activities Increased Number of States that have suspended or denied IRP license plates based on an FMCSA OOS Order to at least twenty-one.

FY 2005 PRISM Activities Increased the number of State DMVs enforcing MCS-150 data update requirements as a condition of IRP plate renewal to at least 22

FY 2005 PRISM Activities Conducted Training and Implementation Plan Development Meetings with 4 States: Delaware, Colorado, Illinois, California Conducted “Implementation Reviews” to Evaluate compliance with Grant Requirements in Vermont and Ohio Conducted successful presentations to California and Kansas Trucking Associations to secure their support for PRISM enabling legislation

FY 2005 PRISM Activities Held fist PRISM “vendor conference” to cover PRISM system requirements with ACS, R.L. Polk, Archon Technologies, Cambridge Systematics, CACI, Johns Hopkins APL and others Developed new PRISM IRP Cab Card Bar Code Specification Document Developed new PRISM Procedures Manual targeted to State DMV staff

FY 2005 PRISM Accomplishments  Continued open-door policy through regular conference calls with PRISM Industry Advisory Committee including: ATA, TRALA, American Moving and Storage Association, individual carriers etc  FMCSA Chief Safety Officer and Assistant Administrator gave PRSIM presentation at CVSA general session

FY 2006 Objectives and “Big-Ticket” Items Grant agreements with at least 3 of the remaining 8 States Increase number of States invoking IRP registration sanctions and enforcing MCS-150 data update requirements. Improve consistency of communicating OOS order information between FMCSA Service Centers, Divisions, and State DMVs. Explore expanded PRISM functionality in the State DMV offices Unified Carrier Registration Act of 2005
