7 Objectives of Traffic Records Assessment
To determine whether the traffic records system in Illinois is capable of supporting management’s needs to identify the State’s highway safety problems. Improve State traffic record systems Help State TRCCs involve all traffic record systems Promote greater cooperation and coordination within and between traffic record system components Provide States with direction when developing performance measures for their data systems and data grant programs

10 Traffic Records Assessment Results
Out of 391 assessment questions, Illinois met the Advisory ideal for 180 questions (46%), partially met the Advisory ideal for 56 questions (14.3%), and did not meet the Advisory ideal for 155 questions (39.6%). 73.7% of the time for TRCC Management 81.3% of the time for Strategic Planning 81.8% of the time for Crash and 76.3% for Roadway 41% of the time for Vehicle, 20% Driver, and 16.7% of the time for Citation / Adjudication 42.3% of the time for EMS / Injury Surveillance 15.4% of the time for Data Use and Integration.

Accessibility of crash data and Roadway data (Safety Data Mart and Safety Portal and GIS-based data. IDOT has developed an automated process to provide electronic large truck- related crash file for the SAFETYNET and FARS. Illinois has successfully partnered with nine approved third party vendors to assist local agencies in collecting their XML crash data to be submitted to IDOT.

12 Accomplishments—Driver & Vehicle Data)
The integrity of the driver file is enhanced by the use of facial recognition technology to identify those applicants who may already have a driver license under some other identity. The Social Security On-line Verification and the Systematic Alien Verification for Entitlements systems are checked prior to license issuance. In FY 2017 IDOT has funded the Data Warehouse project with the Illinois Office of the Secretary of State (SOS).

13 Accomplishments—Statewide Injury Surveillance System (SWISS) Records
Illinois has a SWISS consisting of multiple datasets collected or managed under the direction of IDPH. The state made improvements in the type, quality and completeness of injury data, such as collection of E-Codes. Then, in 2009, IDPH began to receive emergency department data from the state’s hospitals. Illinois revised its EMS data collection system to one that is NEMSIS compliant and that will allow agencies to submit data electronically via software provided by the state or by their own third-party vendor

14 Accomplishments—Data Integration)
Illinois has made significant progress toward linking the crash data to hospital discharge data. Since 2006, Illinois has been a Crash Outcome Data Evaluation System (CODES) state. Analysts at IDOT, along with other partners, have produced a multitude of reports that focus on traffic safety program areas. CODES data have been used to support legislative activities, especially in the area of occupant restraint.

16 Next Steps Hire Fulltime Traffic Records Coordinator
Hire a fulltime Data Scientist to work on the data integration Request Roadway Data Improvement Program (RDIP) from FHWA Request Technical Assistance on Data Governance from NHTSA and FHWA Establish a Data Warehouse as well as Data Governance at IDOT Continue to support Data Warehouse project at the Illinois Secretary of State to coordinate three sets of databases (driver, vehicle, and citation) .
