2 What is IRP? The International Registration Plan (IRP) is a registration reciprocity agreement among the 48 contiguous United States, the District of Columbia, and 10 provinces in Canada for motor vehicles that operate in inter-jurisdictional commerce.

IRP, Inc. is the repository of the International Registration Plan –Provide education and information –Ensure compliance –Board of Directors, Committees, Staff –Operates Clearinghouse IRP Inc, Mission: “To serve as the repository of the International Registration Plan, improve Plan compliance, and serve as a catalyst for positive, effective change with respect to commercial motor vehicle issues.”

14 3. Clearinghouse Revenue Revenue that passes through the Clearinghouse. 2011 Calendar year to date (June): $419,419,288.

15 4. Full Reciprocity Plan (FRP) Provides for a full operation concept; all jurisdictions are listed on the cab card. While FRP provides benefits to both jurisdictions and industry, some issues remain. Initial analysis show potential revenue losses for most jurisdictions. More review needed. Proposed ballot on FRP was not moved forward. Much interest in the FRP Concept. Continuing the assessment….stay tuned.

Cross-Border Demonstration Project “The Federal Motor Carrier Safety Administration (FMCSA) announces its intent to proceed with the initiation of a United States-Mexico cross-border long-haul trucking pilot program to test and demonstrate the ability of Mexico-domiciled motor carriers to operate safely in the United States beyond the commercial zones.“

20 6. Charter Bus Ballot and Results Purpose was to remove charter bus exemption from the definition of apportionable vehicle –Charter buses would have been required to register under IRP –IRP registrations are subject to PRISM –36 States plus D.C. are participating in PRISM (2010 data)
