I-15/LOS ALAMOS ROAD OVERCROSSING City Council Meeting January 17, 2012

Background  Design phase authorized in July 2005  Project put on hold in February 2007  Design reinstated in October 2008, project changed from bridge widening to full replacement (“staged” construction option)  Additional funds provide by RCTC to replace bridge according to Caltrans specs

Staged Construction vs Closed Road Option  Impacts from Closed Road Option  Traffic Impacts (based on model forecast) Current traffic volume using Los Alamos Bridge 10,700 ADT Increase traffic on California Oaks Rd 4,200 ADT (via Monroe Ave) Current traffic on California Oaks Road 36,200 ADT (LOS B) Current traffic on Monroe Ave 8,400 (LOS A) Increase traffic on Murrieta Hot Springs Rd 4,900 ADT (via Hancock Av) Current traffic on Murrieta Hot Springs Rd 45,600 ADT (LOS B) Current traffic on Hancock Ave 16,250 ADT (LOS A) Increased traffic on Madison Ave 1,000 ADT Current traffic on Madison Ave 18,000 ADT (LOS A)

Staged Construction vs Closed Road Option  Cost Comparison  Staged Construction$7,730,700  Closed Road Option$6,755,200 Total Savings$ 975,500  Closed Road Utility Relocation Cost (City cost share 50% due to Caltrans Master Agreement)  So. Cal Gas Co.$ 500,000  Verizon$ 500,000 Total Relocation Cost$1,000,000 City Additional Cost$ 500,000  Closed Road Redesign Cost $ 213,500  Total Additional Cost $ 713,500  Total Estimated Cost Savings $ 262,000

Staged Construction vs Closed Road Option  Staged Construction est. schedule15 months  Closed Road est. schedule 10.5 months  Time savings 4.5 months  Closed Road utility relocation time (pre construction)3 months  Net time savings1.5 months

Recommendation  Due to limited estimated cost and time savings, proceed with design as: “Staged Construction” (require that 1 lane of traffic is maintained in both directions during construction)
